The BBC dub of Urusei Yatsura is often notorious among fans for being terrible (the clip below often sighted as reason)

I love the anime, but it's inferior to the manga (which is 100% Takahashi).

Got this cel of Rei during my travels. I think it might be from his first appearance?? I haven't had time to check yet.
The first instance i came across it was the 1989 Viz translation of the first issue of Urusei Yatsura (this once reads left to right).
It was certainly popularised by Ranma though
