France now pays the highest bond spread in the Eurozone but spreads are far below 2010-12 levels and French fundamentals are nowhere near Greece's in 2010.
The risk is structural and political, and the ECB may have to step in.

"This paper introduces a new historical database on the balance sheets of 132 central banks, covering both advanced and emerging economies from their foundation to the present. Using this dataset, we show that while central bank responses to banking crises are broadly similar across countries, emerging markets experience more persistent downturns due to limited fiscal and external policy space. Our findings highlight that the stronger effects of crises in emerging markets stem less from weaker central banks than from constraints on the overall policy mix."

"The roles of central banks and central bank money in the evolving payment system" (Committee on Payments and Market Infrastructures, Bank for International Settlements)
"Technological innovation, changing user demand and the emergence of new types of entities and infrastructures are transforming payment systems. These developments may have significant implications for payment system safety and efficiency as well as for trust in money...The report discusses the foundational features of payment systems that are expected to remain stable over time. Payment systems continue to be shaped by network effects, the dynamics between concentration and fragmentation and the need for trust in money as their cornerstone. A safe and efficient payment system combines central bank money with private means of payment and settlement. Central bank money provides the safest and most liquid settlement asset for systemically important systems and supports convertibility at par among different means of payment. Private sector entities play a complementary role by driving innovation, fostering competition, enhancing efficiency and expanding access to payment services. The report examines the implications of the growing diversity and complexity of payment arrangements, including fast payment systems, non-bank payment service providers, tokenised deposits, stablecoins and programmable platforms. These developments may create opportunities for enhanced efficiency, competition and innovation. They may also generate new interdependencies and may introduce or amplify risks across the system, including credit, liquidity, operational and cyber risks. The report examines key policy tools and sets out considerations for central banks in their roles as issuers of money, payment system operators and overseers, and catalysts for change. As these tools interact with each other and central bank actions in one area may affect outcomes in others, central bank may consider their policy choices holistically. Through sustained adaptability and robust international cooperation, central banks can support payment systems as a reliable foundation for economic activity and growth in an increasingly digital and interconnected payments ecosystem."

"On the Role and Effectiveness of Fiscal Rules and Independent Fiscal Councils" by Roel M. W. J. Beetsma, Waikei Raphael Lam, Marcos Poplawski Ribeiro, and Alexandra Solovyeva.
"Fiscal rules and fiscal councils are often adopted independently: many countries operate under fiscal rules without a fiscal council, while fiscal councils are frequently established only after a fiscal rule is already in place, suggesting that the two institutions may contribute differently to fiscal discipline. This paper starts with a simple theoretical framework to explain these stylized facts, accounting for the fact that governments, or even society at large, may not always be in favour of a fiscal council. The model also predicts that a sufficient strengthening of a budget balance rule, an independent fiscal council, and an increased interaction between rule strength and council strength all help reduce the expected deficit. The ensuing empirical analysis, using the updated 2025 IMF datasets on fiscal rules and fiscal councils, tests these predictions for a large country sample, including 32 advanced economies and 58 emerging market and developing economies spanning from 2000 to 2024. We find indicative evidence that, depending on the sample and the institutional design, both stronger rules and councils are associated with lower primary deficits, reduced projection biases and improved forecast accuracy. We also find some role for the interaction between the strengths of rules and councils, although the pattern varies."

Four former Presidents of the Constitutional Tribunal, from the "golden era" of this institution (including former judge of CJEU and former Polish ombudsman), supported the actions of Anna Korwin-Piotrowska and the rest of the new CT judges.
Passivity in the face of such lawlessness, as caused by Judge Święczkowski and President Nawrocki, would not be compliant with the Constitution. There was a legal and moral obligation for the new judges and state authorities to act.
