„Lithuania, together with Poland, is developing an international population evacuation plan to be used if it becomes necessary to evacuate some residents of Lithuania, Latvia, and Estonia across the border, Delfi reports.
According to Vilmantas Vitkauskas, Director of Lithuania’s National Crisis Management Centre (NCMC), procedures and logistical and infrastructure capabilities are currently being assessed jointly with Polish counterparts. The plan itself will be finalized following coordination between the two countries.
“There is also an international dimension to the evacuation: what happens if we need to evacuate a certain number of residents from Lithuania, as well as from neighboring Latvia and Estonia, across the border? In situations like this — where there is a threat of war that gradually escalates, as in the exercise scenario — border regimes typically change. Border controls are implemented to facilitate mobilization and prevent individuals holding key positions from leaving the country, ensuring they remain here to carry out their duties,” Vitkauskas told reporters.
He noted that such a scenario could lead to a massive influx of evacuees at the border, making it essential to determine in advance how to manage the situation.
“This results in a large flow of people at the border. Therefore, our primary task is to clearly assess all procedures in cooperation with our Polish colleagues. A large delegation — comprising about 20 representatives from various institutions — is currently in Poland.
“We will review all procedural shortcomings and document them. Then, a plan will emerge — one prepared jointly and agreed upon by both countries. An internal plan already exists, while an international one is currently being developed,” stated the head of the National Crisis Management Center (NCMC).
According to him, the planning process also requires an assessment of traffic flows, transport links, and the state of the infrastructure.
“We need to evaluate the procedures, and our colleagues in Poland must also identify and assess their own shortcomings, given that the issues involve logistics, transport connections, road capacity, and traffic flows.
“It is necessary to organize one-way traffic for entry and exit, and there are infrastructure issues related to bridge reinforcement. There are many technical details that need to be assessed and documented before we can move forward with infrastructure development and the necessary investments,” he said.
According to Vitkauskas, the Suwałki Gap holds particular significance in this process, being crucial from both military and logistical perspectives.“

Authorities believe Europe finds itself in a “gray zone between war and peace” due to a rise in cyberattacks, acts of sabotage, and other hybrid threats that European intelligence agencies attribute to Russia.
The Netherlands is conducting drills for the civilian population, upgrading its siren system, including for nuclear threats, and has developed an instructional app that functions offline. It has already been downloaded by more than 60,000 people.
The government also believes it is time for Europe to restore Cold War-era civil defense measures, such as shelter infrastructure, and to prepare the public for prolonged disruptions to electricity, communications, and other essential services.
