Baltimore: Mayor’s office helped felon leave prison early; eight days later, he shot & killed a 12-year-old girl. @wbaltv11 reports that Baltimore’s Mayor's Office of Neighborhood Safety and Engagement (MONSE) backed a sentence cut for Tyree Reynolds. Reynolds is now charged in the Oct. 3 Leon Day Park shooting that killed 12-year-old Khloe Ishway. The State's Attorney’s office “didn't object because the evaluation and promise came from a high ranking muncie official.” That official is Mark Mason, chief of victim services. Reynolds wrote the judge, “I’ve made a promise to myself to grow, to change, and to never go back to that life.” His remaining term went from seven years to five, & he was released eight days before the shooting. WBAL reports Collins that “no wraparound services were provided” & that the official “still works there.” Mason’s letter to Judge Cynthia Jones promised job, housing & therapeutic support. MONSE says he wrote it from a personal relationship, without leadership’s permission, & broke policy by using its letterhead. Mayor Brandon Scott said, “This letter was not approved by MONSE leadership, & no member of staff will ever be writing one again.” Bates says the letterhead “tilted the scales” for Reynolds’ release. Reynolds, 23, was released Sept. 25, faces 30 counts & was on probation.
