Reforming SC to have no permanent seats requires Charter amendment which, whether under Art.108 or thru an Art.109 Gen'l Conf, would require ratification by 2/3 UN Members "including all" P5, i.e., all the P5 would have to agree to give up their permanent seats.

#Africa demands 2 permanent & 2 non-permanent seats on the @UN #UNSC, for a total of 5 non-permanent. @_AfricanUnion would choose its permanent members. It wants the veto abolished or it must be extended to all new permanent members as a matter of #justice.
Africa, with 1.3 billion people and 28% of @UN membership, remains grossly underrepresented in the Security Council. This is a profound historical injustice that must be addressed. The call for reform is irrefutable.
Through the African Common Position as espoused in the Ezulwini Consensus, Africa has articulated a clear and compelling vision and model for reform, one that ensures equitable representation and meaningful participation of #Africa in the #UNSC.

Good piece. Part of the issue is that the UN is like any other institution in that it is incentivised to move towards where it can have the most impact. But that's not what the UN's for, the UN exists to do the things only the UN can do - even when those impacts are much smaller
