🌍 *Keynote Address | INC-2026* ⏩At the Islamabad Non-Proliferation Conference (INC-2026), Lt. Gen. Khalid Ahmed Kidwai, NI, HI, HI (M) (Retd.), Advisor Development, National Command Authority, Pakistan, offered a strategic assessment of Pakistan’s deterrence posture and the evolving dynamics of strategic stability in South Asia. ⏯️He highlighted the evolution of Pakistan’s approach to *Credible Minimum Deterrence (CMD)* and *Full Spectrum Deterrence (FSD)*, underlining the role of a balanced triad of land-, air- and sea-based strategic capabilities in deterring aggression and maintaining strategic equilibrium. He emphasized that Pakistan’s deterrence posture is fundamentally defensive, designed to prevent conflict across the spectrum of warfare and discourage strategic miscalculation. ⏯️Reflecting on the May 2025 India–Pakistan conflict, he examined how conventional and nuclear deterrence shaped escalation dynamics and influenced regional and international strategic calculations. The experience reinforced the importance of credible deterrence, careful crisis management, and a clear understanding of the risks inherent in conflict between nuclear-armed states. ⏯️He further underscored the growing impact of *artificial intelligence, hypersonic weapons, cyber capabilities, and space technologies* on future warfare and deterrence. As these capabilities reshape strategic calculations, preventing technological imbalances and preserving strategic stability will remain essential to regional security. ⏯️South Asia’s stability depends on credible deterrence, strategic restraint, and responsible management of emerging technologies. Preventing escalation and preserving peace require a realistic appreciation of the region’s security dynamics and the consequences of strategic miscalculation. #INC2026 #StrategicStability #Pakistan #NuclearDeterrence #SouthAsia #Peace #UNDIR #disarmament @UNIDIR @DisinfoEU @UN_Disarmament @ACDC_ISSI @ArmsConAdvisor @CISSS_Karachi @ExecDirCISSS @bttn_quetta @zafarwafa1977 @zafar_jaspal @narendramodi177 @BJP4India

A rare keynote address on ‘Nuclear Deterrence and Strategic Stability in South Asia’ was delivered at the IISS in London by Lieutenant General (Retd) Mazhar Jamil – Adviser to the National Command Authority (NCA), Government of Pakistan, and former Director-General of the Strategic Plans Division (SPD) (2015–17) – at the 11th ‘track 1.5’ IISS–CISS workshop, on 13 October 2026. This was the first time a former Pakistan SPD chief had spoken in London since 2020. Recording and transcript available: go.iiss.org/47ohb6F

(R) Mazhar Jamil HI(M), Adviser NCA & former DG SPD, highlighted Political Dialogue, Credible Deterrence, and Crisis Management as essential to Strategic Stability in South Asia. He underscored that political beliefs and strategic thinking of states form the basis of policies that shape the strategic and security environment of the region. He stressed that sustainable strategic stability requires political leadership to prioritize dialogue and conflict resolution over military adventurism and coercive policies, particularly in a nuclearized environment. Highlighting the unresolved Kashmir dispute, he emphasized that unresolved disputes require political solutions and sustained engagement, warning that military escalation between nuclear-armed states carries serious risks and cannot provide a durable basis for regional peace. He raised concerns about nuclear and missile modernization, advanced space-based capabilities, and dual-capable delivery systems that increasingly blur the distinction between conventional and nuclear operations, combined with the absence of robust arms-control arrangements and institutionalized confidence-building measures. Reflecting on the Pakistan-India crises of 2019 and May 2025, he stressed that responsible political leadership, strategic restraint and clear communication remain essential to crisis management, warning that assumptions about controlling escalation can prove dangerously misplaced under compressed decision timelines. He highlighted Pakistan's concept of Quid Pro Quo Plus (QPQ+), a strong and calibrated conventional response within the framework of effective nuclear deterrence, emphasizing that deterrence rests not on rhetoric but on credible capabilities, strategic clarity and disciplined decision-making. He also raised concerns over India's evolving sea-based nuclear capabilities, warning that deployment of nuclear-capable sea-based systems, in the absence of adequate transparency and notification arrangements, could introduce additional uncertainty into regional crisis dynamics. Pakistan reaffirms its readiness to pursue dialogue on all outstanding issues and calls for objective international engagement in support of conflict resolution and regional stability. #CISS #IISS #NuclearDeterrence
Strategic stability in South Asia must be rooted in political realities, strategic cultures, and a clear understanding of mutual security perceptions. Delivering the keynote address at the 11th IISS–CISS Track 1.5 Workshop, Lt Gen (Retd) Mazhar Jamil emphasised that unresolved disputes between nuclear-armed states require political solutions rather than military adventurism, which can trigger miscalculation and uncontrollable escalation. He also highlighted the growing challenges posed by dual-capable missile systems and precision-strike technologies, which increasingly blur the boundaries between conventional and nuclear warfare. These evolving capabilities underscore the urgent need for institutionalised confidence-building measures, sustained dialogue, and arms-control mechanisms that address emerging technological realities and strengthen crisis management in South Asia. 📍 London | 13 October 2026 youtube.com/watch?v=UDOZA6XR… #CISS #IISS #StrategicStability #SouthAsia #NuclearDeterrence #ArmsControl #ConfidenceBuildingMeasures

⏩ His call to the world: impartial international mediation, conflict resolution before crisis, inclusive access to emerging technologies, and a review of India’s NSG waiver. @RadioactiveFrnd
⏩ Citing SIPRI on India’s sea-based deterrence patrols, he said the lack of pre-notification of SLBM tests raises the risk of misperception. Pakistan reserves the right to take appropriate measures to preserve strategic balance. @RadioactiveFrnd

⏩On May 2025: Pakistan’s response was calibrated, targeted at military assets and grounded in the right to self-defence under the UN Charter. Under “quid pro quo plus,” Pakistan chose restraint and accepted a ceasefire, which he said reaffirmed its role as a responsible Nuc S.
