Colombia's ANE just published its draft Regulatory Agenda for 2027 and 2028. With that, it indicates a 2-phased D2D approach for Colombia. Phase 1: IMT Partnerships with MNOs Phase 2: Direct IMT/MSS license ownership dplnews.com/mintic-proyecta-…
Some more developments from ANE out of Colombia. The ANE published a very length, comprehensive paper on the current state of D2D internationally and the current impact of such a solution for Colombia. It took into account existing regulatory access from US, Can., Aus. and Chile.

As part of Phase 1, a consultation will be open for public comments this quarter. Phase 1 is supposed to complete Q1 of 2027 and Phase 2 Q2 of 2027. At the end of Phase 1, ANE sends its proposal to MinTIC, who will ultimately make the decision on D2D IMT. With that said ...

I can see partnerships between Satellite Operators and MNOs next year. I think we may see $ASTS partner with Tigo, $SPCX with Telefonica. Just based on recent trends in South America, i.e., SpaceX with Telefonica in Brazil. Claro will be the big question mark.

$ASTS From today's seminar. A Measurement Report is essentially a phone telling the serving base station, "Here are my Signal Strength and Quality" measurements. Internally, the Serving Cell coordinates with the neighbor cell. And a Handover Command is initiated by the Core..
Replying to @1MoreSmithHere
Thanks - thats great news than. The carrier can define thresholds for OEMs to determine when handovers should occur. For example, a phone sends a measurement report to the satellite indicating it's RSRP is -120 dBm on terrestrial and -110 dBm on Sat. MNO determines to trigger HO.

Cell than alerts the serving cell the handover was successful. A cleanup of that context then occurs between the core and the serving cell. This is a textbook 3GPP based handover. It requires core network intergration to achieve it as shown in the image (MME/Core). This ...

$ASTS - My thoughts: 1. There is a native voice call icon. Is AST indicating this is an in-call handover? 2. RSRP of -108 to -112 dBm. It's slightly better than Starlink. But it's only a few seconds worth of data. Hard to tell where the satellite is with regards to it pass...

5. The part I'm not a big fan of. At the 58s mark of the voice call, the engineer states the handover occurred. It would have been nice to see the handover from terrestrial to satellite on the UI of the phone. 6. The engineers are static. Thus my understanding this is a gray ..

zone handover. I'm not exactly sure of the rules on satellite transmission in gray zones. Can it be enabled if the frequency of that cell is different than the terrestrial one? Perhaps someone can educate me on the SCS rules here which allows gray zone handovers.

$ASTS The Chilean concession is public. It is confirmed that AST SpaceMobile has been authorized for S-Band Service transmission throughout the entirety of Chile It includes 30 MHz Downlink and 20 MHz Uplink of S-Band. The authorization is valid for 30 years.
$ASTS - As promised, here is my latest report on AST SpaceMobile, specifically in two countries: Chile and Brazil. I will start off with Chile as it's a single update. On October 15th, Chile's SUBTEL established into a decree ASTs authorization to use specific bands in Chile...

$ASTS Huge announcement by AST. Explains the Philipines gateway in their gateway PRs. As a reminder, this is a Lynk parner. Can this be another potential defection? Lynk recently lost Spark and Rogers to SpaceX. elveo.com/news/pldt-lynk-com…
In The Philippines $ASTS signed MoU with Smart Communications in July 2021, •Globe Telecom in April 2022, These are the main two MNOs It also has an MoU with the smaller MVNO NOW Telecom in (2023). Today $ASTS filed that they have started SCS operations (beta/ demo) in the country. With Smart. Which has 61Mn+ subscribers. Credit for find: @RocketTank123

Interesting - I consider Terrestar a company that SpaceX likely would look at. Terrestar is the major S Band holder in Canada and without Terrestar, $ASTS likely will be able to monopolize the Canadian market. The other option for $SPCX would be spectrum auction buying an MNO.
Space42 and @Viasat, co-founders of Equatys, have signed a memorandum of understanding (MoU) with Terrestar Solutions, Canada’s only mobile satellite operator, to expand shared satellite infrastructure for global Direct-to-Device (D2D) and advanced Mobile Satellite Services (MSS). The MoU was signed on the sidelines of the official visit of His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, to Canada, where His Highness attended talks with the Right Honourable Mark Carney, Prime Minister of Canada. Under the MoU, the parties will develop an open, standards-based interoperability framework connecting Terrestar’s planned Canadian low-Earth orbit (LEO) constellation, CaStar, with Equatys. The framework is designed to link the two satellite systems and their ground networks into one coordinated network, with each operator retaining ownership and control of its own assets, so that national sovereignty over critical communications infrastructure is preserved at global scale. The signing was attended by His Excellency Dr Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade and His Excellency Sultan bin Saeed Al Mansoori, Envoy of the Minister of Foreign Affairs. Just would like to say that the Mystic Alerts Act has been recently signed by the President. Excellent news and well done to all involved.
$ASTS: @RepPfluger proposes new legislation integrating satellites into U.S. emergency alert systems. Pfluger’s proposal, known as the Mystic Alerts Act, seeks to integrate satellite networks into wireless emergency alert processes. He is also ‘very proud’ of AST SpaceMobile.

$ASTS - TIM Brazil 3 Year STA is now an ACT. Both low and mid band frequencies are approved. The STA length if 2.5 years, so I expect it explains why there is mid-band even though AST currently supports low band.
$ASTS A few things to add: 1. IEZ, Brisanet and Unifique all were approved of their STAs and it was made Acts by Brazil. 2. The STA will consists of 10 MHz channels of 713 MHz and 768 MHz. 3. TIM Brazil STA is approved, but the Act hasn't came yet. nitter.cf/spacanpanman/status/21…

$ASTS - I don't believe this is a typo. It looks like AST is at minimum providing itself with regulatory flexibility for multiple market uses of its satellite constellation. If it's not clear, the key is "Service Link" vs "Feeder Link". Speculate away.

There is historical precedent to this. Here is a recent SpaceX regulatory filing asking for dual use between service and feeder link for these high frequency spectrum links.

In the past, AST would clearly specify high frequency used by its satellite to gateway link as Feeder Link.

Expect some more news on TIM renewing their STA. What I wonder is whether TIMs and these three regional MNOs are also partnered? If yes, it would mean TIM subscribers will have roaming access to AST in these areas of Brazil. I am leaning yes to this question, but let's see..
