Driving capital efficiency and transparency towards expanding the public asset management frontier
In a major boost to public capital optimization and transparent fiscal governance, Cabinet Secretary for National Treasury, FCPA Hon. John Mbadi, has revealed that Kenya’s Electronic Government Procurement (e-GP) system has facilitated the award of 4,470 contracts valued at KSh 18.3 billion since its rollout on April 7, 2025.
Speaking during an executive breakfast meeting convened by the Institute of Public Finance (IPF), the CS underscored the critical role of automated procurement in advancing the mandate of the State Department for Public Investments and Assets Management (SDPIAM)—specifically in safeguarding public assets, enforcing value for money, and streamlining the allocation of state capital.
The e-GP platform acts as a foundational digital asset that ensures public funds allocated for infrastructure, goods, and services are spent transparently and efficiently. To date, the system has successfully onboarded 1,546 procuring entities, processed over 30,000 procurement requisitions, and registered 45,000 suppliers.
To build an integrated asset management ecosystem, the e-GP platform has been fully interconnected with core government databases, including:
IFMIS (Integrated Financial Management Information System)
BRS (Business Registration Service)
NCA (National Construction Authority)
AGPO (Access to Government Procurement Opportunities) and
iTax (Kenya Revenue Authority)
This seamless integration ensures rigorous verification of contractors, eliminates procurement loopholes, and reinforces real-time oversight over how public investments are initiated and deployed.
"The ultimate success of e-GP hinges not just on onboarding entities, but on sustained utilization, strict regulatory compliance, and targeted capacity building," CS Mbadi emphasized.
"We must ensure that micro, small, and medium enterprises (MSMEs), along with youth, women, and persons with disabilities, can navigate and benefit from this transparent marketplace."
In alignment with SDPIAM’s commitment to lifetime asset tracking and risk mitigation, the next phase of the e-GP rollout will extend coverage to all remaining public institutions.
Crucially, the platform will introduce new end- to-end modules, including electronic complaints and appeals processing and automated contract management.
With technical integration and change management support from international development partners, these upgrades will allow the government to monitor contract execution in real time—preventing project stalls, cost overruns, and asset leakage.
By modernizing how the nation buys, tracks, and manages its capital projects, the Government is reaffirming public procurement as a strategic tool for economic transformation—ensuring every taxpayer shilling yields maximum value and long-term public asset quality.

Kenya Seeks Long-Term Chinese Investment Partnerships for Infrastructure Development
The Principal Secretary for Public Investments and Assets Management, Mr. Cyrell Wagunda, has called on Chinese investors to establish long-term partnerships with Kenya, emphasising the need for equity investment, technical expertise and collaborative delivery of infrastructure projects that offer value for money to the Kenyan people.
“In return, we guarantee a stable framework, timely decisions, and Government support throughout the life of each project,” said PS Wagunda.
The Principal Secretary was speaking during the Kenya Investment Mission in China, where he highlighted the Government of Kenya’s commitment to Public-Private Partnerships (PPPs) as a key mechanism for mobilising financing and accelerating the delivery of critical infrastructure projects.
He cited the Nairobi Expressway as a successful example of the PPP model, noting that it was financed, constructed and is operated by China Road and Bridge Corporation (CRBC).
“The Expressway has changed how people move in Nairobi and is a classic example of what can be achieved when Chinese capital and expertise meet a clear Kenyan framework,” he said.
PS Wagunda further noted that China Road and Bridge Corporation and Shandong Hi-Speed Road and Bridge International are currently developing the Nairobi–Nakuru–Mau Summit highway project at an estimated cost of US$1.5 billion.
“This is the largest road PPP on the African continent. When complete, it will provide efficient access to the East African Community, COMESA and the African Continental Free Trade Area market,” the Principal Secretary added.
He urged Chinese investors to explore Kenya’s infrastructure project pipeline, identify viable investment opportunities and engage directly with the PPP Directorate and relevant contracting authorities to advance project development and implementation.
PS Wagunda also encouraged investors to build strategic partnerships with Kenyan institutions, including Pension Funds and the National Infrastructure Fund, to mobilise long-term capital, share investment risks and strengthen local participation in infrastructure development.
He reiterated the Government’s commitment to providing an enabling investment environment that fosters mutually beneficial partnerships, enhances infrastructure delivery and supports Kenya’s sustainable economic growth.
Kenya Calls for Increased Chinese Investment in Key Infrastructure Projects
The Government of Kenya has expressed its appreciation for the support extended by its Chinese counterparts in the development and delivery of several landmark infrastructure projects across the country.
Speaking on Kenya's Investment Financing Needs and Priorities during a working visit to China, the Principal Secretary for Public Investments and Assets Management, Mr. Cyrell Wagunda, highlighted key policy and legislative reforms undertaken by the Government to enhance the investment climate and facilitate private sector participation in strategic infrastructure projects.
Among the key reforms is the Public Private Partnerships (PPP) Act, 2021, which has established clearer and more systematic procedures for the procurement and implementation of PPP projects, providing greater certainty for investors and project developers.
The Principal Secretary also highlighted the National Infrastructure Fund (NIF), 2026, as a strategic instrument for de-risking infrastructure investments and mobilising financing for feasibility-ready projects in the energy, transport and other critical infrastructure sectors. He noted that the Fund's participation as a seed investor or equity partner would enable the blending of public capital with private institutional investment. This approach provides Chinese State-Owned Enterprises (SOEs) and private companies with opportunities to structure projects in partnership with the Fund while sharing long-term investment risks.
In addition, Mr. Wagunda underscored the significance of the Government Owned Enterprises Act, 2025, which introduces governance reforms aimed at improving the commercial orientation and professional management of Government-Owned Enterprises (GoEs). These reforms are expected to address institutional bottlenecks, facilitate negotiations with international engineering and investment consortia, and create a more conducive environment for infrastructure development.
One of the projects highlighted in connection with the Fund's support is the proposed expansion of Jomo Kenyatta International Airport, involving China Road and Bridge Corporation (CRBC).
PS Wagunda called on Chinese investors to prioritise Kenya as an investment destination, particularly in the transport sector—including roads, ports, airports and bridges—as well as energy generation and transmission, information and communications technology (ICT), water and irrigation, and housing.
He identified key areas for strengthening Kenya-China financial cooperation as joint identification of projects and funding for pre-feasibility and feasibility studies, blended financing arrangements, and capacity building and knowledge transfer.
The Principal Secretary reaffirmed the Government of Kenya's commitment to strengthening partnerships with Chinese investors and development partners to mobilise sustainable financing, accelerate infrastructure delivery and support the country's long-term economic development objectives.
