If you're numbering teams in order, that's literally ranking them. A rating would be a common, comparable score such as OSU - 95, uga - 94, ND - 92, etc. Either let it be a ranking or change it to an actual rating.

I'm fine with a 24-team playoff because college football has structured itself in such a way that no knows who the best 12 are. Conferences are too big and also don't play each other and almost everyone who is paid to rank the teams also has a personal stake in who gets ranked.
