The Uttarakhand government has prohibited the manufacture, storage, distribution and sale of gutka, pan masala and other food products containing tobacco or nicotine across the state for one year.
The order issued by Uttarakhand FDA Commissioner Vinay Shankar Pandey invokes the provisions of the Food Safety and Standards Act, 2006, in the interest of public health.

The ban doesn’t only cover ready-made gutkha. It also applies to products where tobacco or nicotine is sold separately and mixed later, a common way companies get around the rules.
Copies of the order have been sent to the Chief Secretary, the Health Secretary, all District Magistrates, Chief Medical Officers and food safety officials across Garhwal and Kumaon for action.
Orders like this aren’t new. Yet gutkha and pan masala sachets are still sold openly at almost every shop in the state. The real test isn’t the order. It’s whether anyone actually enforces it.
