Restore our constitutional Senate Pass America First Legislation 🇺🇸 The minority is not supposed to control the majority. Article I gives the majority the power to legislate. Rule XXII hands that power to 41 senators. A majority can take it back today The Senate has 100 seats. Article I, Section 5 says a majority is a quorum: 51. Below 51, the Senate cannot legislate. At 51, it can Article I, Section 7 says a bill that passes both houses goes to the President. Passed means a majority of a quorum. Not 60. Not two-thirds The Constitution requires two-thirds only for impeachment conviction, expelling a senator, overriding a veto, treaties, and constitutional amendments. A normal bill is not on that list. Ending debate is not on that list. Confirming a nominee is not on that list Rule XXII says debate does not end unless 60 senators vote to end it. If 41 refuse, a minority blocks a majority of 59. The filibuster is not in the Constitution. Sixty votes to stop talking is a Senate rule. Final passage is still a majority The remedy is already in the Senate: ✅A senator raises a point of order: Article I does not require 60. ✅The Chair says Rule XXII still applies. ✅A senator appeals the ruling. ✅The Senate votes. That vote is a majority, not 60. The Vice President breaks a 50–50 tie. ✅If the majority overturns the Chair, 51 is enough. Or 50 plus the Vice President Then a majority can end debate, pass the SAVE America Act, codify executive orders, fund the border and ICE, and discharge a buried bill Custom does not outrank a written rule. A written rule does not outrank Article I. Nothing lower cancels something higher America First does not need a new Constitution. It needs 51 senators willing to appeal the Chair. Until that vote, 60 is practice. Practice is not the supreme law
