Here’s where the story of Indian K-12 teachers in Texas gets much bigger.
Puspa says her journey to America began with an Andhra Pradesh Non-Resident Telugu Society (APNRT) advertisement in an Indian newspaper. She was tested at APNRT’s office and APNRT worked with Acclaim on the recruitment process that brought her to the U.S.
At the same time, APNRT was working with ITServe to help U.S. based Non-Resident Telugu owned staffing companies establish operations in Andhra Pradesh, offering discounted rent, hiring subsidies and even changes to government-contract eligibility rules.
ITServe then lobbies Congress and federal agencies on H-1B and immigration policy and in 2023 it created an FEC-registered federal PAC to participate directly in U.S. campaign finance.
Same government-linked network. Recruit Indian labor into America, while pulling American business investment and jobs back to India. It’s an extraction model running in both directions.
What exactly are we preparing our own kids for if Texas is spending taxpayer money to recruit English teachers from India while the same networks help move American business activity back to India? At some point this stops looking like a labor shortage and starts looking like a system designed to make American workers compete with the entire world for jobs in their own country.
The foreign medical residency topic got me thinking - if this is happening in medicine, where else is it happening.
I was shocked to learn Texas has two workarounds for “we need a body in that classroom and they don’t have a standard teaching certificate.”
One is J-1, but the bigger one is District of Innovation.
The DOI scheme was sold in 2015 as local control and almost every traditional district took it. Today, about 95% of ISDs are DOIs and most of those plans waive traditional state-level teacher certification.
The results are crazy:
Uncertified teachers: 3.8% of the workforce in 2019–20, now it’s about 12%
There are ~41,500–42,000 uncertified teachers in Texas and more than half in foundation subjects, including English
In 2025–26, about 27% of new hires had no Texas certificate; across 66 counties, uncertified people were over 80% of new hires.
While I support local control of education, I question the commercialization of this program.
Why, if alternative certifications methods are available, do we need to recruit English teachers from India?
Priscilla Yelamanchi is a clear example of how the pipeline works. She claims she arrived on September 15, 2019, in a group placed by STAR and Acclaim Global Education. Her own testimonial lists Odessa High School and English as the first assignment.
ECISD’s May 2019 board records show the district approved international-teacher recruitment. The purchasing attachment shows: $104,000 in local funds to Ravi Shakamuri dba Star Tech Group for “Recruiting Services for teachers from India,” plus $165,000 in local funds to Alliance Abroad Group for “International Teacher Recruitment & J-1 Visa Services.” That’s $269,000 of district money tied to the recruitment/J-1 pipeline.
The TEA record pulled today does not start in 2019. Instead, it shows only one-year certificates in English Language Arts and Reading 7–12 and History 7–12. Effective July 1, 2022. Expires July 31, 2023. Status: expired.
Federal J-1 rules require exchange teachers to teach full-time as teachers of record and to satisfy the standards of the state in which they teach.
Public payroll data indexed by GovSalaries classifies Yelamanchi as a “Substitute Teacher” in both 2020 and 2021, with reported pay of $25,490 in 2020 and $23,375 in 2021. If this was a full-time, no wonder they can’t find teachers but I don’t think that’s the case. I’d argue it wasn’t full-time employment based on a 2022 classification change to Teacher where her reported annual salary jumps to $72,000.
She is now listed as a teacher at Colorado High School in Colorado ISD. CISD’s district of innovation plan is blunt. Certification decisions are handled locally. Notification of local certification “shall not be necessary.” Uncertified people can be hired on skills and experience. No waiver, permit, or paperwork goes to TEA.
The DOI is the second workaround, the J-1 gets them in the door, the Texas certification shows up later and when it expires - the DOI is what keeps the assignment going.
Even if I were to concede the point that these pathways may be warranted in certain fields, English would not be it.
If we need recruiters in India to fill English classrooms in Texas, the issue is not talent - It’s school districts who’d rather pay a recruiter with connections to a country full of people whom “desire of finding a job in USA.”

I just realized a big reason why people deny white people their heritage, it’s because we keep good records. You see, you can’t ask most other people where their people were 400, 1000 or 2000 years ago. They traveled and migrated too (although much shorter distances) but they didn’t write it down. So for all they know they’ve always been “here” wherever here happens to be.
But I was telling my daughter the story of Our Lady of Walsingham tonight at bed and I was able to tell her that our people used to live there, in England, but they got on boats 400 years ago and sailed across the ocean and came to America and that’s how come we can be both English and American at the same time.
You see we know the Amerindians came across the Alaskan land bridge for example, because we’ve done DNA tests but the Amerindians didn’t know that themselves. They had always been here according to them.
It’s the same with Africans, Indians, some Asians, middle easterners, etc. They’ve moved around too but most kept no records.
It’s actually our competence and intelligence working against us in a way because our founding stories were always one of migration and theirs were not, we belong to no where according to them.

They took out the playground.
The plan, announced Wednesday at investor day. Better food, faster service, new equipment, AI tools, hospitality training, and a bigger push into chicken and beverages. They call it Next. The goal, they say, is making customers feel more comfortable.
Wall Street loved it so much the stock fell 5 percent to its lowest since 2022.
Over five years McDonald's shares are down 3 percent. Burger King's parent is up 14. The owner of Taco Bell and KFC is up 13.
This is not a hamburger problem. This is a McDonald's problem.
So let us talk about who used to eat there.
Parents. That was the whole business. Parents at 5:40 on a Tuesday with three kids in the back and nothing thawed at home.
You did not go for the burger. You went because your kids could run screaming through a plastic tube for 40 minutes while you sat with a coffee and experienced silence.
That was the product. The food was the cover charge.
The first PlayPlace opened in 1971 in Birmingham, Alabama, and for fifty years it did one job. It made small children demand to go to McDonald's.
Then 2020 arrived, every play area in the country closed, and a great many never came back. The equipment came out during a remodeling program named Experience of the Future.
The Experience of the Future turned out to be a touchscreen.
Their own chief executive said he did not know if ball pits were in their future.
Sir, you were not selling ball pits. You were selling forty minutes.
So now there is no counter, no playground, and no reason for a seven year old to want to go. A screen, a window, and a bag.
And for that we pay prices that require a moment of reflection in the parking lot.
For thin, overcooked, oddly uniform pucks that taste like a memory of beef.
I did not love them because they were good. I loved them because I was eight and there was a slide.
And have you seen the new buildings.
The old ones were unmistakable. Red roof, yellow arches, legible from a highway at 70 to a child who could not yet read.
The new ones are a flat gray box with a small logo and a drive through wrapped around it. A regional claims office with a fryer.
They removed the color, the characters, the counter, and the playground, and then hired consultants to find out why it no longer feels like anywhere.
Which is why, when I have to eat fast food, I go to Chick-fil-A.
Not for the politics. For the competence.
They have led the customer satisfaction index for fast food eleven years running, and average 8.5 million dollars per location against McDonald's 4 million.
More than double, while closed on Sundays. Fifty two days a year with the lights off, and still double.
A seventeen year old hands you a bag and says my pleasure and means it about 70 percent, which is 70 percent more than a touchscreen has managed.
McDonald's is spending 8.5 billion on hospitality training.
Chick-fil-A earns 8.5 million per restaurant by just having some.
So here is my consulting proposal, free of charge, on behalf of mothers everywhere.
Put the playgrounds back.
Not a nostalgia campaign. Not a retro cup. The structure. Tubes, slides, a door the kids cannot open from the inside, and a bench where a tired woman can sit.
And understand what you are buying, because it is not lunch.
A six year old does not know your food is bad. He has no basis for comparison and no functioning palate. He thinks the burger is incredible because he is standing in a castle made of tubes.
That is the window. That is the only window you get.
You catch them before the taste buds arrive, and thirty years later they drive past your sign, feel something they cannot explain, and pull in anyway.
That is not a menu strategy. That is imprinting, and you shut it down in 2020 to save on cleaning.
Eight and a half billion dollars for AI tools and hospitality training.
