Our calculations of Uhuru tenure expenditures focus on the Presidency’s budget line. By then, we did not have the Office of the Deputy President and Statehouse as a separate budget line.
In FY 2020/21, the Presidency was renamed the Executive Office of the President. After Ruto came into office, several other State Departments were introduced directly under the presidency, separate from the Executive Office of the President. These include the Office of the Deputy President, the Office of the Prime Cabinet Secretary, the State Department for Cabinet Affairs, the State Department for Parliamentary Affairs, the State Department for Performance and Delivery Management, and Statehouse.
Most of the travel expenditure we see after Ruto comes into office is by Statehouse, the Executive Office of the President, and the Executive Office of the Deputy President.
Our analysis suggests that Ruto’s domestic travel across all presidential lines is 2.85 times that of Uhuru’s. If we strip off the non-core presidency lines, Ruto’s domestic travel expenditure is 2.6 times larger than Uhuru’s domestic travel expenditure. All these figures are inflation-adjusted.
In 2023 and 2024, the current administration promised to cut wasteful spending. Did President Ruto follow through on his promise?
Current evidence suggests that wasteful spending only dropped after Gen Z demonstrations, then returned immediately after.

Interesting.
Our weighted July poll put Ruto at 26%. We are in October and it seems Ruto hasn't gained much since then.
Our next poll is in November to see if this still holds.
Poor households live on very tight budgets with 52% of incomes going towards food alone.
The question isn't whether KSh 25 is small. Rather, should a poor household spend it on food, health, education or pool maintenance?
