Nigerian law still asks for quarterly budget performance reports. For years, they have arrived late. Sometimes more than a year after the quarter they are supposed to explain. The statute did not move. What moved was the feeling that lateness would cost anyone anything. Nobody repealed that expectation. It just stopped being worth raising. Then it stopped being raised. That is how a requirement stays on paper and leaves the room.
