UAE: Ravi Uppal, co-founder of the Mahadev Online Book illegal betting syndicate, has been arrested in Dubai following an Interpol Red Notice issued at India's request. The arrest comes days after his business partner, Saurabh Chandrakar, was extradited from Oman to India on November 1. Investigators identify Uppal as a central figure in the Dubai-based organization's financial operations, managing hawala money transfers, coordinating betting franchise operators and maintaining contacts with politicians and officials in India's Chhattisgarh state. The network operated thousands of online gambling panels across India and abroad, collecting betting revenues through mule bank accounts and transferring profits to its Dubai headquarters. India's Enforcement Directorate estimates that Mahadev and associated platforms generated up to ₹940 billion ($10.6 billion) in turnover, with billions of rupees transferred overseas. Uppal, previously detained in Dubai in December 2023 before being released, obtained Vanuatu citizenship along with Chandrakar. Indian authorities are now pursuing his extradition to face organized gambling and money-laundering proceedings.

He Yujing is now sanctioned, along with Cambodian Prince Group associate Visal Pang. Treasury says Pang controls 11 Cambodian companies, including Marco Polo Hotel, Cambo Duty Free Merchandise and U-Life Kh Super App, several of which he co-directs with Chen Bo. Chen Bo, who was sanctioned in June, remains in control of another 11 Cambodian companies. He Yujing owns the remaining Cambodian company, Super Light Speed Kh Technology. The November 5 action sanctions four individuals and 41 companies linked to Prince Group under Executive Order 13581, as amended. Treasury says the network helped senior executives conceal assets, evade earlier sanctions and maintain access to international financial services. Among those newly sanctioned is Qiu Yong, a Prince Group associate who holds passports from Cambodia, St. Lucia and Türkiye. Treasury says he controls companies in Hong Kong and the British Virgin Islands involved in money lending, wine distribution and other businesses.

South Korea: A senior member of Japan's Kudo-kai yakuza syndicate has been sentenced to 10 years in prison for coordinating the shipment of 636 kg (1,402 pounds) of marijuana from Thailand to South Korea, with plans to supply Japanese organized crime groups. Kim Jong-bok, 53, worked with a drug trafficking network based in Ho Chi Minh City, Vietnam, to arrange the shipment. The marijuana was vacuum-sealed, concealed in a shipping container and reportedly purchased using cryptocurrency to avoid financial tracing. The container departed Thailand's Laem Chabang port in March and arrived at Incheon, where authorities intercepted it before any drugs could be distributed. Investigators say part of the shipment was intended for South Korean buyers, with the remainder destined for yakuza groups in Japan. The seizure was the country's largest recorded drug importation intended for domestic distribution. Kim had previously served six years in prison for a separate methamphetamine smuggling and firearms case.

Trafficking networks are increasingly using liquid cocaine to smuggle the drug across borders via commercial supply chains. Cargo shipments are increasingly being exploited, with traffickers developing sophisticated liquid concealment techniques to embed cocaine within ordinary materials, including plastics, charcoal, cardboard and metals. Understanding these evolving methods – and how similar techniques could potentially be applied to the trafficking of other drugs, such as methamphetamine – is critical to protecting legitimate trade. This is an insane story: An energy company in Poland signed a deal on a yacht in Abu Dhabi to buy 6 million barrels of oil for $345 million. Because of sanctions, the money was delivered via crypto. USB sticks containing wallet keys were given to sellers in Caracas. The Polish company they sent tankers to pick up the oil and were ghosted by the Venezuelans, while their empty tankers sat off the coast waiting for a reply.
JUST IN: Poland scammed out of $230 MILLION on a Venezuelan oil deal after brokers were paid in Tether on USB sticks, proving you don’t need a memecoin to get drilled in crypto.

Cambodia's General Department of Immigration says it deported 1,035 foreigners from 33 nationalities in just 10 days this month. The list is unusually...uh, broad. Chinese, Bangladeshi, Vietnamese, Indonesian, Thai, Cameroonian, Nigerian, Myanmar, Pakistani, Malagasy, Taiwanese, Burundian, Ghanaian, Ethiopian, Kenyan, Japanese, Tunisian, Liberian, Sri Lankan, Gambian, Lao, Indian, South African, Korean, Namibian, Togolese, Turkish, Polish, Russian, British, Angolan, German and Egyptian nationals were all among those removed. Immigration officials cite everything from illegal entry and overstaying to fake documents, extortion, drugs and unauthorized employment. Online scams are also specifically mentioned, although they don't specify how many of those deported were linked to online scam operations. It says 572 Chinese, 65 Thai and 86 Vietnamese nationals were deported, but doesn't clearly establish that all 723 were scam-related.

USA: Two Chinese nationals, Ruhuan Zhen and Hongce Wu, were charged with conspiracy to commit money laundering for the Sinaloa Cartel and Cartel de Jalisco Nueva Generación (CJNG). From at least November 2016 to April 2025, they and their associates allegedly laundered drug proceeds using mirror transfers, foreign bank accounts, encrypted communications, serial-number verification, and trade-based money laundering. The network operated across the US, Mexico, Latin America, China, and other locations. Laundered funds came from cocaine and fentanyl trafficking. Both suspects remain fugitives. If convicted, they face up to 20 years in prison.
