The explanation comes down to Odin's enchantment and official word from Marvel Studios.
Odin’s enchantment states: "Whosoever holds this hammer, if he be worthy, shall possess the power of Thor." In Asgardian magic, worthiness is not a percentage or a sliding scale. You cannot be "almost" worthy; you can either move it or it is an immovable anchor. The second the hammer budged on the glass table, the enchantment had cleared him.
Steve didn't know before he touched it. But the second he braced his legs and pulled, he felt the enchantment yield and the physical weight release. As Kevin Feige and Anthony Russo confirmed, Steve realized in that split second he could lift it, but his humility and respect for Thor’s identity stopped him from embarrassing his friend at a party.
Thor’s reaction in Endgame pays this off directly. Thor heard the squeak and saw the millimeter shift in 2015, he knew Steve let go on purpose.
