New recolors of Alliance Plate PvP Armor sets were added in Forever China branch 70707 - atm unused, no item appearance uses it.
I doubt it's related to China; just the build is newer than the us / eu will see are those available when they push new us / eu builds.
Maybe they have a plan for season recolors of PvP armor sets. Or, worst case it will just end up as NPC Armor :D
We are further away from the WoD refresh than it was from Vanilla.
Our last major customization batch was nearly SIX YEARS AGO.
