Posting some sad news just brought to my attention. Ruth Sullivan of “Sullivan on the Construction of Statutes” passed this week. Her texts are THE go-to references for so many of us in the Canadian drafting community and cited in countless decisions. /1 ottawacitizen.remembering.ca…

When you click on one of the 20 tabs of legislation you have open in your browser, wonder why the heck they've defined "Her Majesty" since it's defined in the Interpretation Act, only to realize that THIS IS the Interpretation Act... you know it's been a long week 😅
Had a great morning jaunt along the St Lawrence River. Highly recommend the St Lawrence Marathon for those who love running - and even for those who, like me, mostly hate it.
Rumour has it there are some tacky old jokes in the

Luckily for the monks, the entire context sheds some light on the meaning of the prohibition - thank God for Driedger!
Got some wild reading plans for the weekend... What musical selections pair best with a BIA? Queen medleys? Black Sabbath albums with songs within songs? Math rock with changing time signatures? All of the above?
Or do I just play Pink Floyd's "Money" on repeat the whole time?

Quite apart from wondering what the heck the backstory might be to the prohibition on drowning dogs this provision cries out for tabulation - oh, the legislative drafting/statutory interpretation humanity!
Does the Electoral Boundaries Readjustment Act need to be overhauled to clarify its criteria? @mikepalcanada says yes, because each Commission is interpreting the Act in ways that vary widely across the Canada.
Fascinating to hear from members of Electoral Boundary Commissions at @CSPG_GCEP's seminar this morning - especially their discussion of challenges of reconciling voter parity with effective community representation, particularly for rural/urban/Indigenous communities.
Interesting too to hear about how much the public hearings on initially proposed boundary revisions impacted the Commissions' final proposals, which were often significantly different. Public input gives Commissions a wealth of insight that is essentially in the process.
