A diesel export ban would add more pressure to a system already at a breaking point due to the decisions of California policymakers. WSPA has long advocated for energy affordability across the West Coast. A diesel export ban comes with serious risks of driving prices even higher. Logistical constraints, a high output of renewable diesel and low-carbon fuel mandates leave our market uniquely vulnerable to the disruptions this policy would cause. The West Coast already refines more diesel than it consumes - a mandate to store that excess fuel rather than export it would likely require refiners to dial back their operations, risking higher prices for gasoline, jet fuel and other refined products.

Filling up outside of LA and I’m reminded that energy policy has real consequences. California’s policy choices have drivers paying the highest prices in the country during normal market conditions, and higher yet when the global system is under pressure like it is now. America has the resources, but that advantage only matters if the right policies let us put them to work.

Great article from Axios today explaining why increased diesel costs translate into increased costs to harvest our crops and truck our food and goods. Here in California, diesel prices are the highest in the nation at $7.15/gallon because state policies have made the refining business unstable, with consequences that ripple through the entire economy. "Death by one thousand jurisdictions." That is the reality oil and gas operators face every single day in California. My message on stage at POLITICO's The California Agenda: Sacramento Summit was basically this: if we want to stabilize the cost of living for families, then policymakers must prioritize protecting the energy foundation we (still) have left. We are in a supply crisis. Consumer demand remains high. If you're making policy decisions, you cannot pull us in opposite directions while expecting prices to drop. We need regulatory stability, clear rules, and a shared commitment to keeping energy reliable and affordable. Thank you to the POLITICO Live team for convening the event. It was amazing to see so many people working to highlight the important issues facing California including our energy future. If we want to make California affordable again, regulatory stability is essential. I’ll be speaking next week from the stage at the @POLITICO California Agenda: Sacramento Summit.  The conversation will focus heavily on the harsh realities facing California’s fuel supply. We are down to six refineries in California and importing fuel can only go so far, leaving us with a critical need to protect what’s left of our refining capacity.  With consumers at a breaking point and demand remaining strong throughout every corner of the state, we need sensible policies that are both pragmatic and possible.  Californians need solutions that address volatility and uncertainty, not more politics.  I’m looking forward to all the conversations on stage next week but particularly those that will help our leaders understand the importance of pulling together to support reasonable actions to address what’s ahead. This Pacific Premium report attributes much of the gap between California’s gasoline prices and the national average to state taxes and environmental policies. Simmons correctly points out that "It's aggressive regulation, especially on the refineries. It’s high gas taxes. These things add up, and they compound over time.” California and other Western states have continued to enact unrealistic energy policies while basic fuel affordability and reliability receive too little attention. Not to mention, increasing reliance on imports is not a dependable solution. We must consider supply security and environmental consequences. Supporting in-state refineries that provide good paying jobs is a commonsense decision that will strengthen California’s economy and protect consumers. Oil and gas products have been and will continue to be essential to the economy and daily life of Californians and the other Western states. Governor Schwarzenegger is a climate leader who understands the importance of balance. Voters are paying attention. Californians are feeling the pain at the pump and have become tired of dealing with the fallout of unsustainable energy policies.  As pointed out in a recent Forces piece, California’s "oil and gas industry delivers the cleanest, most responsibly produced hydrocarbons on the planet." Our future leaders need to adopt measures that reflect levelheaded, realistic thinking that recognizes the irreplaceable role this industry plays in the state’s economy. The benefits of in-state refining are clear, and voters have grown tired of paying hefty prices for an impractical vision. I’ve been following @EnergyAbsurdity for a while now and you should too.

🚨 Energy Reality Wins Big in California Primary! My latest Forbes op/ed breaks down how pragmatic energy views just scored a major victory in deep-blue California. Key points: Former AG Xavier Becerra crushed the jungle primary by openly embracing Chevron and reliable energy: “You need Chevron. I need Chevron. California needs Chevron.” Climate activist Tom Steyer, despite dropping $215M+ pushing “Keep It in the Ground” and “Make Polluters Pay,” finished a distant third. Voters rejected the extremism. Californians are fed up with the highest gas prices, sky-high electricity rates, insurance crises, and businesses/residents fleeing the state due to green mandates. Becerra’s moderate stance on energy - supporting climate goals while acknowledging oil & gas realities - resonated. Even Chevron donated to support him. Over the weekend, the LA Times reported that airlines are cutting flights due to skyrocketing fuel costs. Good discussion aboard the Battleship IOWA on California’s supply chain, ports, and energy future. One theme dominated the conversation: policy ambitions are moving far faster than infrastructure, technology, and operational reality can support. You cannot continue constraining fuel supply, tightening regulations, and accelerating mandates while expecting reliability, affordability, and competitiveness to improve. Reality eventually catches up. We need practical solutions instead of political slogans.
