For nearly twenty years, Chicago police ran a torture operation out of two station houses on the South Side. Electric shock. Suffocation with plastic bags. Radiator burns. Guns put in men's mouths. Over a hundred Black men. This is not the 1930s. This ran from 1972 to 1991. Commander Jon Burge and the detectives under him used a hand-cranked electrical device that the men who survived it called "the box." Confessions came out. Several men went to death row on them. Burge was fired in 1993. He was never tried for torture — the statute of limitations had run. He was finally convicted in 2010 for LYING about it, served four and a half years, and kept his police pension. And then Chicago did something no American city had done: in 2015 it passed a reparations ordinance for the survivors. A fund. Counseling. Free college for them and their families. And a requirement that the torture be taught in Chicago public schools. For nearly two decades, more than 100 Black men endured torture at the hands of police—and the full truth took years to come out.
