Enforcement is not a failure of manners. It is a response to tactics that already work.
Illegal entry, terrorism, and propaganda persist for the same basic reason other human strategies persist: they pay someone. They do not have to convert the target, win a philosophical argument, or look respectable. They have to change facts on the ground or bind a coalition. Pretending otherwise is not civility. It is a decision to fight with a handicap.
