Criminally speaking stalking is more of a pattern or course of action that is directed at a specific person(s) that causes reasonable fear for their safety or a form of substantial emotional distress. It includes for example a pattern of repeated monitoring of someone’s activities to cause fear, creating fake and anonymous online accounts to watch, monitor, harass, and verbally abuse someone, using social media to threaten or surveillance someone. So you’re right words have meaning and people are using them in regards to P&A adequately.
