The community includes a school for over 300 students, teachers’ housing, a marketplace, soccer field, medical clinic, solar power, clean water and a working farm. He says the project cost nearly $10 million.

It’s the CIA working through a blogger, their returns worth more than the $10 million you’re referring to. Ghana is such a loose country to allow a foreigner run such a project, that can’t happen in the US. There’s a reason why Burkina Faso banned foreign NGOs from operating in the country.
