I think the one who regulates launch of memes more. Doesnt allow vamps. Has a strict process for enabling people to launch one so others dont get screwed will attract more people
People will feel more confident playing memes there instead of what we currently have.
Maybe one rule could be the one who launches has enough funds to support it. a real long term plan for project...not quick 1-2 day pump dumps. and they are held to account.
