We’ve all experienced system downtime, but what happens when a country’s entire procurement system faces security breaches? At #IPPC10, Counsel Uthman Ssegawa (Director of Legal Services, PPDA) revealed how Uganda turned those early challenges into a major digital upgrade.
Enter EGP 2.0, launched in July 2026!
Here is the game-changer: Instead of outsourcing the fixes, Uganda took ownership. The development, maintenance, and technical support of the new system are now powered by Ugandan expertise, supported by the Ministry of ICT and NITA-U.
This is about building a sustainable, self-reliant digital ecosystem. By investing in local tech capacity, Uganda is securing the future of its public procurement on its own terms.

At #IPPC10, Counsel Atiku Mansoor, Registrar of the PPDA Appeals Tribunal, shed light on the vital administrative review process for handling procurement disputes and the Tribunal's impressive commitment to efficiency.
Here are the major points from his presentation:
• The entire administrative review process, from receiving the application to hearing the matter and issuing a final decision is completed within just 15 working days.
• The Tribunal has a strong track record of meeting this timeframe, with some decisions being issued as early as the 12th working day.
• After parties submit their responses, the Tribunal conducts a pre-hearing to examine the facts, applicable law, and legal issues before scheduling a formal hearing.
• Parties have access to legal remedies, including the setting aside of decisions made by Accounting Officers where procedural or legal faults are established.
This timely dispute resolution is essential. By ensuring procurement processes are not unnecessarily delayed, the Tribunal is actively promoting efficiency and maintaining integrity in the system.

At #IPPC10, John Paul Vos, Regional Managing Director of CIPS Southern Africa, delivered a powerful message: The future of public procurement on the continent cannot be outsourced. It must be built right here by local professionals, researchers, governments, and enterprises working in unison.
It is time to leverage our homegrown expertise, strengthen our institutional frameworks, and elevate professional standards across the board. Let's stop looking outward for all the answers and start building a procurement ecosystem that truly reflects and serves the African context.
