Federalism means power is shared between Washington and the states. Federal bureaucracy means the agencies that carry out federal laws. The graphic adds 5% local, 7% state, 15% federal, and a claimed 20% "Fed banking cartel tax" to reach 47%. That’s the image’s calculation, not an official tax rate, and "Fed banking cartel tax" isn’t a standard tax category. But the history behind income tax is real. Ratified in 1913, the 16th Amendment gave Congress clear authority to tax income after the Supreme Court struck down an earlier federal income tax. At first, fewer than 1% of Americans paid it.
