The Taliban’s opium ban was hailed as a triumph of governance. The latest UN figures tell a different story: production has surged fivefold in just one year. The initial decline was real, but so is the resurgence. Claims of decisive leadership are now being tested by results, raising questions about the consistency and sustainability of Taliban policy. news.un.org/en/story/2026/10…

Behind Taliban Prison Walls: Thousands Detained, Too Little Accountability Afghanistan’s prison crisis demands international attention. The current prison population in Afghanistan exceeds 30,000 as of 20 July 2026, according to figures supplied by the Taliban’s own prison administration. Human-rights organisations have documented waterboarding, electric shocks, severe beatings, sexual violence and threats against detainees’ families. Those targeted include former government and security personnel, journalists, activists and perceived political opponents. Despite the Taliban’s announced general amnesty, abuses against former officials and security personnel continue to be documented. Eastern Afghanistan’s Salafi communities also deserve attention. Reporting describes arrests, disappearances and killings linked to suspected Islamic State affiliation including abuses against civilians without actual links to the group. In 2022, a Salafi community representative alleged that more than 5,000 preachers and students had been imprisoned across at least 15 provinces during the preceding year. The latest figures show continuing repression: UNAMA documented 443 arbitrary arrests and detentions and 97 incidents of ill-treatment by morality-police personnel during July–September 2026. Many families demand the release of their loved ones who are arbitrarily detained. They call for fair proceedings, legal representation, family contact, and medical care. Independent monitoring should be allowed across detention facilities, and allegations of torture should be investigated. No political history, religious belief or criminal accusation removes a person’s right to humane treatment. Afghanistan’s prisoners must not disappear from the world’s conscience.

“He has chosen you and has not placed upon you in the religion any difficulty” Surah Al-Hajj (22:78) . To deny people the opportunity to regain their sight, while claiming religious authority to impose such suffering, is not a defence of Islam. The Taliban have used their interpretation of Islam to make people's lives harder again, despite Allah's clear words. Their ruling elevates their interpretation above established Islamic jurisprudence and contradicts the Qur’an’s teachings against unjustified prohibitions and unnecessary religious hardship. No ruler has the authority to place his decrees above the word of Allah. The Taliban must reverse this ban. Surah Al-Ma'idah (5:87): يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تُحَرِّمُوا۟ طَيِّبَـٰتِ مَآ أَحَلَّ ٱللَّهُ لَكُمْ وَلَا تَعْتَدُوٓا۟ ۚ إِنَّ ٱللَّهَ لَا يُحِبُّ ٱلْمُعْتَدِينَ "O you who have believed, do not prohibit the good things which Allah has made lawful to you and do not transgress. Indeed, Allah does not like transgressors." He has chosen you and has not placed upon you in the religion any difficulty. [It is] the religion of your father, Abraham. Allah named you 'Muslims' before [in former scriptures] and in this [revelation] that the Messenger may be a witness over you and you may be witnesses over the people. So establish prayer and give zakah and hold fast to Allah. He is your protector; and excellent is the protector, and excellent is the helper." telegraph.co.uk/global-healt…

Who thought it was a good idea to convene a two-day conference talking about Afghanistan without key Afghans there? Afghan journalist @bsarwary says: ‘Our country is treated as a security problem to manage, a market to supply and a corridor to cross, while our people struggle to be heard’ #Afghanistan
Afghanistan on the Agenda. Afghans off the Guest List? Two days discussing Afghanistan in Oslo. Uzbek officials named. Norwegian counterparts acknowledged. Not a single Afghan participant identified. Were any Afghans invited? If not, why not? Our country is treated as a security problem to manage, a market to supply and a corridor to cross, while our people struggle to be heard. The stakes are painfully real, over 21 million Afghans need humanitarian assistance this year. Over two million girls remain excluded from secondary education. Where do they feature in this “pragmatic” agenda? Uzbekistan has every right to pursue trade and protect its borders. But commercial interests should face scrutiny when presented as peacebuilding. Of the reported $1.6 billion in bilateral trade in 2025, roughly 94% consisted of Uzbek exports to Afghanistan. What has this growing relationship delivered for Afghan livelihoods and what influence has Tashkent used to defend Afghan rights? NOREF and the Norwegian participants also owe answers. Who brought the concerns of Afghan women, journalists, teachers and struggling families into the room? Who challenged the assumption that greater regional connectivity will, by itself, produce lasting peace? The public account mentions security, trade, energy and transit. It says nothing about rights, representation or accountability. Were these priorities raised, or were they inconvenient to the conversation? This echoes a familiar pattern from the 1990s. Outsiders discussing their interests in Afghanistan while Afghans bear the costs. Our borders can open to commerce while our classrooms remain closed to girls. Dialogue has value. But another meeting, another photograph and another promise to meet again are not evidence of progress. Which commitments emerged? Who will follow them up? How will ordinary Afghans benefit? Before calling this a “promising start,” tell us: promising for whom? @NOREFno @president_uz @uwedofficial @IICAinTashkent @EUSEAfghanistan

The Kabul Institute's Who Gets the Aid Money in Afghanistan, a publicly available report, raises important questions about transparency, but it does not provide a sufficiently detailed methodology explaining how it calculated that only 9% of humanitarian funding is traceable beyond the first recipient. Of the $8 billion in humanitarian assistance reported since August 2021, $3.49 billion (44%) went to the World Food Programme (WFP), an established UN agency with publicly available audited accounts and country reports. What additional traceability is being sought, and how does the report account for existing financial and programme reporting? Without a clear methodology, it is difficult to evaluate its conclusions. Putting the funding into perspective, Afghanistan's population averaged approximately 42 million over the five-year period. That translates into just $38 per person per year in humanitarian assistance, including approximately $17 through WFP. Meanwhile, annual humanitarian payments declined by 72% between 2022 and 2025. The scale of human suffering deserves equal attention. The latest food security assessment estimates that 15.9 million Afghans currently face crisis-level food insecurity or worse, rising to a projected 19.2 million this winter. The Taliban also bear responsibility for policies that compound this suffering. Their continued restrictions on women's education, employment and participation in humanitarian operations undermine economic opportunities, obstruct aid delivery and hinder international engagement. Women and children are among those bearing the heaviest consequences. Protecting these restrictions while millions struggle to secure food and basic necessities raises serious questions about the authorities' priorities and responsibilities towards their own population. The adequacy of humanitarian funding is a separate and equally important question from the traceability of that funding. The report presents valuable evidence of a shrinking humanitarian response, but this deserves as much scrutiny as the financial transparency concerns it raises. kabulinstitute.org/who-gets-…
An Afghan-led aid tracker says only about 9% — $721.9 million — of roughly $8 billion in humanitarian assistance for Afghanistan since August 2021 can be publicly traced beyond the first recipient. The Kabul Institute stressed that the finding points to gaps in public disclosure and does not indicate that the remaining funds were lost or misused. amu.tv/254976/

A two-day intensive and thought-provoking exchange on Afghanistan and regional security issues at a workshop convened by the Norwegian Center for Conflict Resolution (@NOREFno) in Oslo. Ambassador Ismatulla Irgashev, the @president_uz’s Special Envoy for Afghanistan; Ambassador Rakhmatulla Nurimbetov to Norway; Odil Gafarov, Deputy Director of the Institute for Advanced International Studies at The University of World Economy and Diplomacy (@uwedofficial), and I sat down with our Norwegian counterparts to discuss how a more pragmatic policy of engagement and sustained dialogue with Afghanistan across several areas, including security, trade, energy, transit, and regional connectivity can advance mutual interests and contribute to regional stability. In this conversation, I shared Uzbekistan’s experience in peacebuilding and good neighbourliness and our conviction that lasting stability can only come through Afghanistan’s gradual involvement into regional integration processes. A promising start to what I hope will become a regular dialogue.

Afghanistan’s land: Public Recovery or Private Enrichment? The Taliban promise to recover stolen land. Allegations against senior ministers raise a harder question: who is benefiting from that recovery? The scale is substantial. In September 2026, the Justice Ministry announced that 49 residential townships across 14 provinces had been declared wholly or partly “Emirate” property: 15 in Kabul, 10 in Balkh and seven in Nangarhar. Behind these figures are families facing the loss of homes and savings and serious allegations of ministerial corruption. 1. Taliban Justice Minister Abdul Hakim Shara’i: Shara’i obtained Six plots in New Kabul for his wife, sons and relatives. A relative also collected a 10% commission on plot sales. Approximately 80 private homes in Sanatorium township were declared Emirate property, with the minister occupying one and others allocated to relatives and associates. 2. Taliban Public Health Minister Noor Jalal Jalali: Jalali acquired an interest in a 500-jerib township in Paghman, alongside a Kabul-based land-grabbing network. That is approximately 100 hectares, one million square metres. Jalali built a five-storey luxury house in his hometown of Shegal district last year. Agha Naizi, who holds ownership documents for the disputed land in Paghman, received death threats warning him to remain silent or face severe consequences. Who pays and who benefits? In Omid Sabz, Taliban demand 4,000 afghanis per room from tenants, while their personnel would reportedly pay 1,000 afghanis: a 75% discount. Residents described sealed properties, intimidation and Taliban members moving into some vacated homes. The Taliban say land recovery follows evidence and court rulings. Yet collecting revenue for a ministry does not itself prove personal enrichment; that requires tracing where the money and property ultimately go. Land grabbing predates Taliban rule. Previous abuses deserve investigation too. They cannot excuse new abuses or erase the interests of families who purchased homes in good faith. Publish the judgments. Disclose ministers’ property interests. Audit rental income. Identify beneficiaries. Protect complainants. A minister’s authority to recover public land must never become an opportunity to build a private property portfolio.

Russia’s SVR Chief Visits Kabul: Strategic Significance and Internal Taliban Dynamics Sergei Naryshkin’s reported visit to Kabul, described by sources as his first since the establishment of Russia’s Foreign Intelligence Service (SVR), signals a potentially significant development in Moscow’s engagement with the Taliban. During the visit, Naryshkin reportedly met several Taliban leaders, including Mullah Shirin, the Taliban-appointed governor of Kandahar, inside the Arg, Afghanistan’s former presidential palace. However, only his meeting with Mawlawi Abdul Haq Wasiq, Director General of the Taliban’s General Directorate of Intelligence (GDI), was publicly disclosed. A Taliban-linked source claims that the movement is increasingly divided into competing pro-Russian and Iranian, pro-Chinese and Pakistanis, and pro-Western factions, each seeking greater influence. According to this account, the reported hosting of former US envoy Zalmay Khalilzad reflected the influence of pro-Western elements, while Naryshkin’s reception inside the Arg may represent a corresponding gain for the pro-Russian and Iranian faction. These claims remain unverified. The visit warrants closer examination to establish its agenda, the full scope of Naryshkin’s meetings, and the implications for Russia–Taliban relations and internal power dynamics within the Taliban leadership. I am working to verify these details and assess the strategic significance of the visit.

Seeking recognition. Fearing reception. The Taliban want the world to hear them, yet Afghans apparently need permission to hear the world. As an Afghan and former BBC journalist, I find this painful. The BBC’s Afghan service, operating since 1981, reaches 5.4 million people, over one in five Afghan adults, and provides educational programmes for girls barred from secondary school. The Taliban confirmed suspending BBC FM broadcasts in Pashto, Dari and English, citing “repeated violations” without details. Reports suggest they objected to a recent BBC documentary. If coverage is uncomfortable, arrest the frequency: a curious approach to media relations. BBC television bulletins were removed from Afghan partner stations in 2022; now FM broadcasts are suspended. Beneath the absurdity lies a serious loss of independent voices. With UK Special Envoy Richard Lindsay in Kabul, I hope restoring the broadcasts is firmly on the agenda. Responsible engagement must defend Afghans’ right to independent information. A government seeking a seat at the international table should withstand a radio bulletin.

No, @CaitlinDoornbos, just no. What you repeated in this video is the Pakistani military's narrative, and it bears little relation to the truth. If there is one thing you should know about tackling militancy in Pakistan, it is this: no civilian government, federal or provincial, has ever had the authority to determine Pakistan's security policy, whether at home or abroad. Who talks to the TTP and the Afghan Taliban, the terms of those talks, resettlement, Afghan policy: all of it has always been decided by the military and its intelligence agencies. When those policies backfire, the military blames whichever civilian government happens to be in power. The pro-democracy protesters in KP were protesting both the militancy rampant in their province and the military's drone strikes and operations that kill innocent civilians. Imran Khan's PTI has taken the same position. That doesn't make it "soft on the Taliban." It makes it protective of civilians. We should be too: during the U.S. "War on Terror," American drone strikes in Pakistan, paid for with our taxes, killed scores of innocent civilians. Since we are inadvertently complicit, the least we can do is make sure our reporting on these complicated matters is accurate, not a regurgitation of the military regime's propaganda.

Four hours on a donkey to reach a clinic and give birth. This was Moslima’s journey in Bamyan. The donkey provided transport. MSF supported the clinic. The midwife delivered the baby. The authorities may now deliver the speech. Someone give that donkey a ministry. It already has field experience, serves women and turns up for work, though these qualifications may count against it.
A donkey waits outside an MSF-supported clinic in Baghak Valley, Bamyan, Afghanistan. Last night, Moslima, a pregnant mother, travelled for more than four hours by donkey from her mother’s house to reach the clinic and deliver her baby with the support of a midwife.

GHQ Pindi’s Frankenstein: When strategic depth becomes strategic blowback There is a remarkable irony in Zabihullah Mujahid lecturing Pakistan on political freedoms, governance and respect for its people. The Taliban, whose rise Pakistan’s military helped facilitate, now question the legitimacy and competence of their former patrons in GHQ, Rawalpindi. The Frankenstein monster has turned on its masters. For decades, Pakistan’s GENERALS viewed Afghanistan through the doctrine of strategic depth, treating the Taliban as a dependable instrument of regional influence. Their return to Kabul in August 2021 was celebrated in Islamabad as a strategic victory. Five years later, it increasingly looks like a liability. Several observations stand out. First, Pakistan misjudged the Taliban’s political character. Ideological affinity, patronage and sanctuary never guaranteed obedience. Now in power, the Taliban pursue their own interests, constituencies and nationalist goals. GHQ mistook influence for control and dependence for loyalty. Second, Pakistan’s security crisis is not simply an Afghan problem. The TTP is a genuine threat, and Kabul must answer questions about militant sanctuaries. But Pakistan’s expanding militancy also reflects decades of selective counterterrorism, political engineering, failed governance and the use of armed groups. The distinction between GOOD and BAD militants was never sustainable. Third, emergency and governor’s rule in Khyber Pakhtunkhwa may deepen the crisis they aim to contain. Suspending an elected government and expanding military influence in an alienated Pashtun region risk further eroding trust. Counterinsurgency depends on local legitimacy, credible civilian institutions and public cooperation. Force without political consent may suppress violence briefly while reproducing its underlying grievances. Fourth, Pakistan faces a contradiction at the heart of its Afghan policy: it wants a strong Kabul government that can control the TTP, yet remains dependent on Islamabad and its security priorities. The Taliban have shown these goals may be incompatible. Fifth, Kabul is also deeply contradictory. A government that excludes women from education and public life, restricts political freedoms and lacks an electoral mandate has little credibility when lecturing others on democratic rights. Mujahid’s criticism may be effective, but it does not absolve the Taliban of their governance failures. GHQ sought strategic depth across the Durand Line, but inherited insecurity on both sides. The greatest tragedy is that ordinary Afghans and Pakistanis pay for policies they neither designed nor approved.
