Yesterday, Estonia welcomed Ireland's Minister for Foreign Affairs and Defence, @HMcEntee, for an official visit. 🇮🇪As part of the programme, Ireland's representative at the @ccdcoe had the opportunity to brief the Minister on Ireland's engagement with the Centre, in what proved to be a valuable and informative discussion.

Today, we were honoured to welcome NB8 energy ministers and senior officials to @ccdcoe as part of the NB8 Energy Ministers’ meeting in Tallinn. ⚡️The delegation took part in a tabletop exercise built around a fictional electricity crisis in the Nordic-Baltic region.

What does it take to build a complex cyber operations exercise? Months of planning, coordination and testing. This week, the #CrossedSwords2026 team came together for the Main Planning Conference, bringing different exercise elements around the same table to refine the scenario, coordinate activities and work through the details ahead of the exercise. Today marked the conclusion of the July edition of the @ccdcoe Cyber Intelligence Course, bringing together 30 intelligence and cybersecurity professionals for two weeks of learning and collaboration. Through a combination of expert presentations and hands-on syndicate work, the course establishes a common baseline, enabling participants to apply traditional intelligence processes to the cyber domain and produce effective and actionable Cyber Intelligence.

Last week, @ccdcoe hosted the Advanced Exploitation Course (EXA) in Tallinn. Over an intensive week, the students recapped some basics and then learned through practical challenges how to run exploits in modern operating systems and bypass today’s security mitigations step by step. The course is highly technical and involves a lot of hands-on command-line work. We hope the 19 students from 10 different nations enjoyed the course and left with sharper exploiting skills!

#LockedShields2026, the world’s largest live-fire cyber defence exercise, brought together 4,000 participants from 41 nations to strengthen their ability to protect critical infrastructure and military systems against real-time cyber threats. At last week’s CyCon Commanders Forum, Commandant Robert Gallagher 🇮🇪 presented the Cyber in Operations Handbook project. The handbook aims to provide practical guidance for operational planners and commanders on effectively integrating cyber capabilities into all phases of military operations and is is due for publication in May 2027.

#CyCon2026 was honoured to welcome two heads of state to the stage today - @AlarKaris, President of the Republic of Estonia, and Petr Pavel, President of the Czech Republic. A key takeaway: AI is reshaping the battlefield in both directions - enabling faster, more sophisticated attacks, while also becoming one of the most powerful tools of cyber defence. But technology alone will not secure tomorrow. Investing in cyber defence means investing in education, awareness and international cooperation. No country, government or company can do this alone.

At #CyCon2026 in Tallinn, I said that #AI is reshaping cybersecurity — creating new threats, but also becoming one of the most powerful tools for cyber defence. Cybersecurity will not be determined by technology alone, but by resilience, trust and international cooperation.

The 18th International Conference on Cyber Conflicts, #CyCon2026: Securing Tomorrow, opened today in Tallinn, bringing together nearly 800 participants from 50 countries to discuss how governments, industry leaders, legal experts, and technologists can work together to adapt to emerging threats in the cyber domain.
