The CER now needs to work with all stakeholders to establish legislated market based accounting for carbon offsets as negative scope 3 emissions. This needs to include basic debit and credit rules across creators, sectors and end use customers. ACCUs need to include the offset.

Australia's net zero plan is dependent on market based GHG accounting for carbon offsets to finish the job but Australia does not have a market based GHG offsets or renewables accounting framework so such ideas sit outside the law and are still double counted fantasies
