On September 7th I got a tip that IMPD was in “the process of firing an officer for using Flock to track an ex-girlfriend more than 1000 times.” I was given the officer’s name but could not get many confirmed details. Tonight IMPD sent out this news release below. They are still not releasing the officer’s name. I am also working to learn if any officers under investigation will face criminal charges. I will continue to ask questions. Release here: An Indianapolis Metropolitan Police Department (IMPD) officer has been suspended with a recommendation for termination to the Merit Board following an investigation into the improper use of Automated License Plate Reader (ALPR) technology. In August 2026, internal audits identified irregular usage by an IMPD officer, prompting an investigation into the officer’s ALPR searches. Administrative and criminal investigations were initiated, and based on early findings, the officer was placed on administrative duty with no police powers, and their access to the ALPR system was revoked. Based on additional facts gathered, Chief Terry suspended that officer and recommended their termination to the Merit Board on September 18, 2026. "Using law enforcement technology or accessing confidential information for anything other than a legitimate public safety purpose is a serious violation of the trust our community places in us," said Chief Terry. " When an officer breaches that trust, we will investigate thoroughly, take action, and hold them accountable,” she said. In August 2026, IMPD issued an updated ALPR Standard Operating Procedure (SOP). Every ALPR user was required to sign the policy to keep access. Those who did not had their access shut off. All searches must now be tied to a case or incident number as well as a National Incident-Based Reporting System (NIBRS) offense code. IMPD has also implemented stronger auditing to quickly identify and investigate potential misuse and ensure every search is for a legitimate law enforcement purpose. Lastly, IMPD has adopted single sign‑on for ALPR technology, strengthening security by reducing the risk of credential sharing or misuse. IMPD is currently converting the ALPR SOP to a General Order, which will be presented to the General Orders Board for feedback before a final version is issued. Once finalized, the General Order will be available to the public. IMPD will continue to support legislation that guides proper use of this technology while leveraging it to reduce violent crime, save lives, and reunite loved ones. Conversations with legislators are already underway ahead of the next session.
