UPI charges are delayed, not cancelled.
NPCI has postponed MDR on select merchant UPI transactions that were scheduled to begin on October 15.
The rollout will now happen after Diwali, with the new date yet to be announced.
Important: this is not a charge on every UPI payment. The proposed fee applies only to eligible merchant transactions.
Festival shopping gets a breather. The bigger question is what this means for India’s mostly cashless payment habit.

UPI Merchant Discount Rate (MDR) on select Person-to-Merchant transactions will be implemented after Diwali.
National Payments Corporation of India (NPCI) says the UPI and Services Steering Committee took the decision keeping the festive season in mind. The implementation date will be notified separately.

When it comes to UPI and MDR, knowing the right information makes all the difference.
Person-to-Person UPI payments continue to remain completely free, no matter the transaction amount. MDR is applicable only to specified merchant transactions above ₹2,000 and is not charged to the customer making the UPI payment.

#WATCH | Mumbai, Maharashtra: On Merchant Discount Rate (MDR) transaction charges for UPI, MD and CEO of the National Payments Corporation of India (NPCI), Dilip Asbe, says, "I believe there is huge miscommunication and misinformation in the system. NPCI ecosystem, the government is trying to provide clear information. About 75% of UPI merchants, out of 60 million, have never even seen transactions above 2,000. 80% of the value is going to come back from the credit card-accepting merchants. So if you look at this, 96% of the volume will not touch MDR. 75% of the total UPI value is going to continue to be free. So if you look at this kind of boundary, auto pay has been exempted... It's a pro-expansion policy; it's a pro-poor policy in all aspects we see..."

At the SBI Banking & Economic Conclave 2026, Dilip Asbe, MD & CEO, NPCI, highlighted that the majority of UPI merchants would not be impacted by the proposed MDR framework.
“We have about 60 million unique UPI merchants, and 75% of them have not seen a transaction above ₹2,000. Therefore, the majority of merchants will not be impacted by the MDR.”
A significant portion of MDR is expected to come from large businesses, most of which already accept card payments and pay MDR.
