In Star Trek, they have these wildly imaginative rules about not mingling in the affairs of worlds that are not your own or face dire consequences.

Physical media = if I don't have internet, I can still install the game to the console's hard drive directly from the discs. Giving a disc that leads to an internet download is useless.

You know what would be an incredible way to sell EVEN MORE copies of GTA VI? A PHYSICAL COPY WITH A MAP INCLUDED. It'll need multiple discs but it's hardly the first time a game has required multiple discs to install.
