The CFA Franc and the Illusion of Sovereignty They tell us the CFA franc is stability. They tell us it is partnership. They do not tell us that its first name, in 1945, was the Franc of the French Colonies of Africa. Fourteen countries. More than two hundred million people. A currency still pegged to the euro, convertibility still guaranteed in Paris, capital still free to leave while factories stay unbuilt. They changed the letters on the notes. They moved some accounts. They called it reform. The peg did not move. Monetary policy still answers to Europe’s inflation target, not to African industry, farms, or youth. A flag you raise without the power to mint money is ceremony. A central bank that cannot set its own rate is a branch office. Sovereignty that stops at the printing press is not sovereignty. Senegal’s president said what the treaties refuse to say: there is no sovereignty without monetary sovereignty. In the Sahel, Mali, Burkina Faso, and Niger have made exit speakable. That does not finish the work. It only ends the silence. Africa is not poor in gold, oil, cocoa, labour, or intellect. Africa is constrained by a money it does not issue. Until we print our own currency and defend it we remain a market arranged for someone else’s balance sheet. Africa must print its own future.
