2回目の気象庁の会見によると
緊急地震速報システムで、なぜだか①と②の異なる二つの震源を用いた。
①青点でのマグニチュードを国内用の短距離で使用するマグニチュード算出式で計算してしまった。
これで得られたM9.9という数値と②黄点の位置で震度を計算してしまった。
これは本来はあり得ないことで、原因は不明とか。
ちなみに、①青点でM9.9の地震が発生すると、札幌での予想震度は4.7くらい。
なんで②黄点で震度を計算したのかまったく意味不明。
なお、マグニチュードは数学的にはずっと大きな数値も可能だが、M9.9くらいだと、動いた断層の長さは１万キロメートル（地球の円周の1/4）くらいになってしまう（という話）。
というか、そんな長さの断層は地球上にはないため、M9.9というマグニチュードはあり得ないことになる（あるとすれば隕石衝突か）。

Japan just had its own version of the Hawaii missile scare. At around 12:40, an emergency alert was broadcasted warning of an imminent magnitude 9.9 earthquake off the coast of Hokkaido.
A magnitude 9.9 earthquake, if it happened, would be the strongest earthquake ever recorded, releasing approximately 22 times more energy than the 2011 Tohoku Earthquake.
Fortunately just minutes later the earthquake alert was withdrawn and confirmed to be a false alarm. But for those few minutes, people across the country held their breath bracing for a potentially catastrophic earthquake that ultimately never came.

Whoops: The Japan Meteorological Association cancelled an alert it sent out about a 9.9 magnitude earthquake north of Hokkaido. It was a false alarm.
Many people got very scary warnings on their phones indicating levels of shaking that would have been devastating.
