JOHANNESBURG WATER CONFIRMS CONTINUED WATER THROTTLING
Johannesburg Water issued a further statement at 09h10 this morning confirming that the advanced water throttling measures announced yesterday remain in place.
These interventions include restricting water flow and temporarily closing reservoir inlet or outlet valves to prevent further depletion and allow reservoir levels to recover.
1️⃣ Honeydew Reservoir and Tower
Honeydew Reservoir and Tower are specifically included in these interventions, along with Cosmo City, Olivedale and several other systems across Johannesburg.
Johannesburg Water has confirmed that reservoir levels declined further, affecting its ability to maintain consistent water supply.
The restrictions are intended to reduce the amount of water leaving the reservoirs so that incoming water can gradually rebuild storage levels.
2️⃣ When Will Throttling End?
According to Johannesburg Water, these interventions began yesterday afternoon, 31 October, and are scheduled to be lifted later this afternoon, 1 November.
However, this does not mean water will immediately return to every household.
Recovery will depend on reservoir levels, incoming water supply and sufficient pressure being restored throughout the network.
3️⃣ What Should Residents Expect?
Residents in Sundowner, Northgate, Northriding AH, Kya Sand and surrounding areas may continue experiencing:
- No water or extremely low pressure.
- Intermittent supply as the system attempts to recover.
- Delayed restoration, particularly in higher-lying areas.
Unfortunately, Johannesburg Water has not provided specific restoration times for individual suburbs.
4️⃣Accountability and the Way Forward
This crisis is a consequence of years of inadequate infrastructure maintenance, poor planning and failures to address Johannesburg's growing water challenges.
The City adopted a Water Turnaround Strategy in 2024, yet the necessary interventions have not been effectively implemented.
The Democratic Alliance has taken the City of Johannesburg to court over its failure to implement this strategy. We are pursuing legal accountability because residents cannot continue paying for services they do not reliably receive.
As an opposition councillor, I can escalate failures and hold the administration accountable, but the DA does not currently govern Johannesburg and cannot direct Johannesburg Water's operations.
The DA has a plan to turn Johannesburg around, including prioritising infrastructure maintenance, reducing water losses, improving financial management and restoring accountability in municipal service delivery.
I believe that a DA-led government offers Johannesburg the leadership and practical solutions needed to change the direction of our City.
On Wednesday, 4 November, residents have an opportunity to vote for that change. Vote DA on both ballots.
We cannot repair years of neglect overnight, but we can begin rebuilding a City that delivers reliable basic services.
Kind regards,
Cllr Devon Steenkamp

⚠️ Johannesburg Water Announces Further Water Throttling
Following a high-level meeting held by Johannesburg Water this morning, the utility has issued a notice confirming additional water throttling measures across several reservoir systems.
According to the statement issued at 15h25, water levels across Johannesburg Water's network declined further overnight, requiring urgent interventions to prevent additional depletion and assist reservoir recovery.
1️⃣ Honeydew Reservoir and Tower Affected
Honeydew Reservoir and Tower have been specifically included in the list of facilities where throttling and possible inlet or outlet closures will be implemented over the next 24 hours.
Other affected systems include Cosmo City and Olivedale, among several reservoirs and towers across Johannesburg.
2️⃣ What Does This Mean for Residents?
At this stage, Johannesburg Water has not provided specific times for these interventions or explained exactly how they will affect water supply to Sundowner, Northgate, Northriding AH, Kya Sand and surrounding areas.
Residents should therefore prepare for continued intermittent water supply, low pressure or potentially further interruptions.
However, it remains unclear whether these measures will result in additional interruptions or help improve supply as the reservoirs recover.
3️⃣ Feedback Requested from Residents
I would appreciate residents keeping me informed about their water situation, particularly if supply returns, pressure improves or water disappears again.
Please include your suburb, street and approximate time of the change. This will help me identify patterns and raise specific concerns with Johannesburg Water.
4️⃣ Continued Escalation
I am continuing to push Johannesburg Water for clear communication on the Honeydew system, including the expected impact of these interventions and a realistic recovery plan.
Unfortunately, no confirmed restoration timeframe has been provided.
I understand how exhausting this situation has become, especially for residents who have been without reliable water for nearly two weeks.
Kind regards,
Cllr Devon Steenkamp

🚱 Water Supply Crisis Continues
30 October 2026 Time 14h30 – Cllr Devon Steenkamp
City Power has confirmed that electricity supply to Eikenhof Substation was restored at 12h18 today, following an outage caused by cut protection cables.
City Power had indicated that the outage may have affected Rand Water's pumping operations. However, neither Rand Water nor Johannesburg Water has officially confirmed whether the pumps were affected or whether this outage had any direct impact on the Honeydew supply system.
Importantly, the restoration of electricity at Eikenhof does not mean our ongoing water crisis has been resolved.
The overall situation remains unchanged.
Johannesburg's water supply network remains severely constrained, with insufficient incoming bulk supply, high consumption and reservoir levels struggling to recover.
The latest available reading showed Honeydew Reservoir at just 0.30m.
This explains why residents in Sundowner, Northgate, Northriding AH and surrounding areas continue experiencing prolonged interruptions. During the evening, when demand decreases, some pressure may recover, only to disappear again as consumption increases the following morning.
Johannesburg Water has confirmed that it is implementing network adjustments, pressure management and other interventions to stabilise the system.
However, there is still no confirmed estimated restoration time or indication of when normal, reliable water supply will return.
I continue to escalate the matter and request clear technical information from Johannesburg Water.
Residents deserve more than temporary overnight relief. They deserve a reliable water supply and a clear recovery plan.
Kind regards,
Cllr Devon Steenkamp

🚱 #WaterSupplyUpdate – #WaterCrisis
27 October 2026 09h00 – Cllr Devon Steenkamp
Unfortunately, the lack of reliable water supply continues, with many residents still experiencing prolonged interruptions and little to no water in their taps.
I have once again followed up with Joburg Water regarding the urgent deployment of alternative water tanks to affected communities.
Joburg Water's latest response is that workers responsible for placing water tanks are currently on strike.
This is completely unacceptable!
We are in the middle of a serious water crisis, with residents unable to shower, flush toilets, prepare meals or maintain basic hygiene. Small businesses are also struggling to operate.
Now, on top of the ongoing water supply failures, we are being told that labour disruptions are preventing the deployment of alternative water tanks.
It is a human rights crisis.
Section 27 of our Constitution guarantees everyone the right to have access to sufficient water. The prolonged lack of reliable supply raises serious concerns about the City's fulfilment of this constitutional obligation.
Residents cannot be expected to go days without reliable water while the municipal administration struggles to arrange even temporary relief.
Where is the Mayor? Where is the MMC responsible for water?
We need urgent intervention to ensure alternative water is delivered, regardless of the labour challenges being experienced.
I will continue demanding answers and escalating this matter. The City has a responsibility to ensure residents have access to water, particularly during a crisis of this magnitude.
Kind regards,
Cllr Devon Steenkamp

🚱 Why Does Water Disappear During the Day but Return at Night?
24 October 2026 Time 12h20 - Cllr Devon Steenkamp
I want to explain in simple terms why some residents have water at night but lose supply again during the day.
During the day, more people are using water. Residents are showering, washing, cooking and using water at businesses. This creates high demand on an already struggling water supply system.
Because so much water is being used, the reservoirs cannot fill up fast enough to keep up with demand. Water levels and pressure drop, causing some areas to lose supply.
At night, most people are sleeping and using much less water. This means demand decreases, allowing reservoirs to slowly refill and pressure to recover. As a result, some residents start receiving water again late at night.
Unfortunately, when everyone starts using water again the following morning, demand increases and the cycle repeats.
Why Can't Joburg Water Give Us a Water Schedule?
Water is not like electricity, where supply can be switched on and off according to a fixed schedule.
The amount of water available depends on how much water enters the system versus how much residents are using. Reservoir levels and pressure are constantly changing.
This makes it difficult to predict exactly when water will return or disappear in each area.
The Bigger Problem
I want to make it clear that I do not accept this situation as normal or acceptable. Residents should not have to plan their daily lives around whether water might be available at midnight.
While high demand is contributing to the current crisis, we cannot ignore the enormous amount of water being lost through leaking pipes, ageing infrastructure and bursts that are not repaired timeously.
Rand Water is responsible for bulk water supply, while Joburg Water and the City's administration are responsible for managing and maintaining the municipal distribution network.
The City's administration must be held accountable for reducing water losses, repairing infrastructure and improving the reliability of supply. Residents cannot be expected to conserve water while preventable losses continue across the network.
I will continue raising these concerns with Joburg Water and pushing for lasting solutions, rather than accepting intermittent water supply as the new normal.
In the meantime, please continue using water sparingly wherever possible to help reservoirs recover.
Kind regards,
Cllr Devon Steenkamp
