Why not just pass @RepThomasMassie Prime Act? This makes the change permanent, letting rancher know that the next president simply can’t reverse it.
It also moves inspection to state levels to avoid onerous and costly inspection processes which only the Big 4 can afford.

@SecRollins I'm a very small farm, pigs and cows. My butcher is outstanding but not USDA certified. Neither he nor I can sell by parts... a pound of sausage, a steak, a rack of ribs.
I can sell a whole animal, but not cuts, if he does the processing.
