Dear Mr. President, Richard Heart @RichardHeartWin (Richard James Schueler), an American citizen and founder of HEX, PulseChain, and PulseX, was reportedly detained in Istanbul, Turkey, on October 14, 2026, following an INTERPOL Red Notice requested by FINLAND. There is significant confusion surrounding his detention, particularly the characterization of the allegations as a “$1 BILLION cryptocurrency fraud in the United States and Finland.” THE AMERICAN PUBLIC DESERVES THE ACTUAL FACTS. 🇺🇸 1. THE U.S. SEC CASE WAS CIVIL, NOT CRIMINAL. In July 2023, the SEC filed a civil enforcement lawsuit alleging that Richard Heart raised more than $1 billion through unregistered cryptocurrency offerings and misappropriated approximately $12.1 million. These were allegations in a CIVIL securities lawsuit, not a federal criminal indictment. 🇺🇸 2. A FEDERAL JUDGE DISMISSED THE ENTIRE SEC CASE. On February 28, 2025, U.S. District Judge Carol Bagley Amon dismissed ALL claims brought by the SEC, finding that the agency had failed to establish sufficient grounds for U.S. jurisdiction over the alleged conduct. The SEC was granted an opportunity to amend its complaint. On April 21, 2025, the SEC formally notified the court that it would NOT file an amended complaint. THE SEC CASE ENDED. There is no publicly established U.S. criminal indictment or U.S.-requested INTERPOL Red Notice against Richard Heart. Finland requested an INTERPOL Red Notice in December 2024 in connection with allegations of aggravated TAX FRAUD. This is a separate Finnish criminal matter, not the dismissed American SEC lawsuit. Why are allegations from a discontinued American civil case being presented alongside an unrelated Finnish tax investigation? What precisely is the legal basis for his detention? Has Finland submitted a formal extradition request? Are Turkish authorities distinguishing between allegations, pending proceedings, and dismissed lawsuits? These questions deserve transparent answers. 🇺🇸 6. MR. PRESIDENT, WE ARE ASKING FOR DUE PROCESS, NOT SPECIAL TREATMENT. Richard Heart is an American citizen. Regardless of anyone’s personal opinion of him or his cryptocurrency projects, he deserves fair treatment and the protections available under applicable international and Turkish law.
