From “New World Order” to “Hackable Animals” The idea of reorganizing society around centralized technical management is much older than the World Economic Forum. During the 1930s, the North American Technocracy movement argued that politicians and traditional economic systems should give way to engineers, scientists and technical managers. Howard Scott’s Technocracy Inc. promoted centralized planning and proposed managing production and consumption through technical measurements such as energy use rather than the traditional price system. In 1940, H.G. Wells published a book literally titled The New World Order, arguing for a new international political and economic structure capable of managing global problems and preventing another world war. The phrase later entered presidential language. On September 11, 1990, President George H.W. Bush told Congress that “a new world order” could emerge from the end of the Cold War and the Gulf crisis. In Bush’s speech, he described international cooperation, rule of law and collective security. The technology discussion changed considerably in the decades that followed. In 2016, World Economic Forum founder Klaus Schwab described the Fourth Industrial Revolution as a fusion of the physical, digital and biological worlds. He specifically listed artificial intelligence, robotics, the Internet of Things, nanotechnology and biotechnology, and wrote that the transformation would affect entire systems of “production, management, and governance.” He also discussed human augmentation and the loss of control over personal data. Then came Yuval Noah Harari’s 2020 Davos speech. Harari described an equation in which biological knowledge multiplied by computing power and data produces the ability to “hack humans.” He said corporations and governments could eventually understand people better than they understand themselves, predict and manipulate decisions, and “systematically hack all the people.” His words were: “We humans should get used to the idea that we are no longer mysterious souls, we are now hackable animals.” Harari presented much of this as a warning about future digital dictatorships, but the technological capabilities he described are very specific... Continuous biometric data, AI interpretation of human behavior, increasingly intimate biological surveillance and algorithms making decisions that were once made by people. By 2023, the WEF was hosting a Davos session titled “Ready for Brain Transparency?”, discussing a future in which neurotechnology could reveal increasingly detailed information about the brain and asking how privacy and personal freedom could survive in a “world of brain transparency.” Documents preserved in the Mind Nexus archive show how some of the underlying technology is developing. US20180008145A1 describes non-contact EEG technology designed to detect brain-generated electrical activity without physical contact and analyze patterns associated with a person’s state. WO2020060606A1 describes using human body activity data within a computer network. Another example of biological activity being converted into machine-readable information. The old technocracy movement, Wells’ “New World Order,” Bush’s post-Cold War vision, the WEF’s Fourth Industrial Revolution and today’s neurotechnology programs are not one continuous organization or one documented master plan. U.S. Patent 5,159,703 is real... Filed in 1989 and granted in 1992, the “Silent Subliminal Presentation System” describes a communications system using very low or very high audio frequencies, including the ultrasonic range, modulated with information intended to be perceived by the listener without normal conscious awareness. The patent specifically describes signals propagated through speakers, earphones or other transducers “for inducement into the brain.” Read it: patents.google.com/patent/US… Psychological warfare played a major role in Desert Storm. Official U.S. military histories describe 29 million leaflets, 40 days of radio broadcasts and dozens of loudspeaker teams aimed at Iraqi forces. Postwar surveys found that 34% of Iraqi prisoners said radio broadcasts influenced their decision to surrender or defect. The Army credits the larger PSYOP campaign with helping encourage tens of thousands of soldiers to desert, defect or surrender. The military was deliberately using communications technology to influence morale, behavior and the willingness to fight. There’s another patent already preserved in the Mind Nexus documents archive that belongs in this conversation: US4877027A, “Hearing System Using Modulated Microwave Energy.” That patent describes projecting microwave energy toward a person’s head and modulating it so intelligible audio can be perceived independently of normal external hearing. Something has changed in the directed-energy conversation. It’s no longer just people on the internet talking about technology most of the public has never heard of. Investigative journalist Catherine Herridge is now reporting what she describes as a “very significant uptick” in suspected directed-energy attacks inside the United States. @C__Herridge And here’s the part that should get people’s attention. Herridge says she understands that since early August of 2026, a senior official within ODNI and a senior Department of War official involved with directed-energy technology have reported being targeted. She also reports that some of these incidents involved suspicious vehicles that may have contained a directed-energy device. She says the apparent targets include people actually working with directed-energy technology and people involved in attempts to reverse-engineer these devices. Herridge asked the CIA, Department of War, DHS and DNI about the suspected incidents, the reported device and the status of DNI Gabbard’s investigation. According to Herridge, the CIA acknowledged receiving her questions, but she had not received substantive answers when she published her update. Directed-energy weapons themselves are not theoretical. The U.S. Government Accountability Office has documented DOD development of high-energy lasers and high-power microwave weapons for years. GAO reported that DOD spends roughly $1 billion annually on directed-energy development and has produced multiple prototypes and demonstrators.
