I don't think “LitterTech” will work the way you are imagining it. And I can almost guarantee Ghanaians will fight it. First, we need to understand that littering is only one part of Ghana's sanitation problem. We have a waste collection and disposal problem too. Accra generates approximately 900,000 tonnes of solid waste annually. Research by the International Growth Centre found that informal collectors handle over 70% of household waste, yet 75% of the waste they collect ends up at unregulated dumpsites. Think about that. Even the people doing the actual collection are operating within a broken disposal system. Now imagine introducing cameras to punish people for littering when some communities don't have reliable waste collection, accessible disposal points or adequate public bins. You will create resentment almost immediately. People will challenge fines. Some will deliberately evade or vandalise cameras. Others will find ways around the system. Political actors will eventually turn it into an issue. And once people begin to perceive the system as another government revenue collection scheme, compliance becomes even harder. There is also the practical problem of identification. A camera can capture someone throwing a sachet out of a moving vehicle. Identifying that individual, establishing their identity and proving the offence is another matter entirely. Are you fining the driver? The vehicle owner? The passenger? And what happens when the system gets it wrong? You cannot just start deducting money from people's MoMo accounts because an algorithm says they littered. More importantly, Ghana already has laws against indiscriminate waste disposal. Section 56 of the Public Health Act, 2012 (Act 851), provides for penalties for depositing refuse in unauthorised public spaces. The Accra Metropolitan Assembly also has sanitation bye-laws. So we don't particularly have a shortage of laws. We have a problem with enforcement, institutional capacity, waste collection and the consistent application of existing regulations. My approach would be different. First, fix the waste management chain. Make public bins accessible at strategic locations, establish reliable collection schedules and provide designated disposal points. Integrate and equip informal waste collectors instead of pretending they don't exist. Second, introduce targeted enforcement in known littering hotspots. Use cameras as supporting evidence, not as an automated money-extraction machine. Every fine should have verifiable evidence, proper identification and an accessible appeal process. Third, make sanitation enforcement consistent. Apply existing laws regardless of someone's political connections, social status or ability to argue with an officer. Introduce meaningful community reporting and reward people who help identify persistent dumping hotspots. Finally, measure the programme by how much waste is actually removed, how much is properly collected and how clean our communities become. Not how much money we collect in fines. We need consequences for indiscipline. Absolutely. But punishment cannot substitute for a functioning system. You cannot build Singapore by installing cameras over a broken waste management system. You'll just have a very expensive surveillance system watching people litter.

When you plan to use your last ₵50 in your MoMo to buy some fufu with nkrakra and do 0-1-0, only for LitterTech to catch you littering and deduct ₵43.67 from your account, nobody needs to tell you to do the right thing. Unless you use the remaining ¢6.33 to buy bread

littertech won’t work if the government don’t provide designated dustbins across the city with proper waste collection system. sometimes the policy is good but let’s do it right. same w traffitech btw good policy lot of wrongs

they said we should fix ourselves lol. “fix yourself” is a myth
Turns out we are not animals after all. You put systems in place enforced by fines and people actually abide. Mm
