Official inquiries into Rotherham, Rochdale and other towns documented the pattern and the reluctance of authorities to act. The fear of the racism charge outweighed the protection of victims.
The files exist. The prosecutions were delayed. The cover is still in place.
Meryem Elbah was 30 when she was found dead in a Glasgow flat on 2 December 2017. She had left Algeria to build a future in Scotland. Her death was investigated as murder.
