The shooter:
1) Underage to possess.
2) Had access despite safe storage laws.
3) May have been medically prohibited
4) Didn't have a concealed carry.
5) Didn't care about laws against shooting and murdering people.
And...*drumroll*.....
No one is allowed per state law in combination with the school district's banning of guns to possess! Even valid permit/license holders can't at that school!
All those laws failed.
All they did was make the target a better target for this piece of garbage.
