Trump is speaking at the Reflecting Pool. He is wearing a cap because he was too depressed to comb his hair today. His voice is sullen, because he's depressed. His hoarseness comes from battling hecklers and just being generally old, sick, and depressed. His energy is uneven, which is borne mostly from depression. And he's talking about vanity projects that nobody cares about because it's the only thing he can speak about that makes him less depressed.
