What do today’s US sanctions on Rwanda’s ministry of defense @RwandaMoD and @Zigama_CSS actually mean? In plain terms, @USTreasury has put both on a financial blacklist. Anything they hold in US is frozen. No American person, company or bank can do business with them or move US dollars for them.
Why Zigama? Treasury says the security services’ cooperative paid foreign suppliers, including in China, for RDF weapons and ammunition. It also says a Zigama branch helped move gold out of M23-held territory, and that Zigama handled ten of millions of dollars for M23 and the AFC.
What changes for Zigama: Cut off from the dollar, which most international payments rely on, Foreign banks and payment networks are likely to drop it to protect their own US access & Companies it owns 50% or more of are automatically blocked.
What changes for the soldiers, police officers and families who save there: their Rwandan franc savings inside Rwanda are not seized. The friction comes from transfers abroad, international payments, and the bank’s long-term stability if partners walk away.
The pressure targets the institutions financing the war. With the Rwanda Defense Forces already sanctioned in March, the Rwandan defence establishment is now behind a financial wall in the US system.

On October 24, I had the honor of attending the INGABIRE Day event in Bruxelles.
Currently, Ms. @VictoireUmuhoza ,after whom the event is named, is imprisoned in #Rwanda for her political views, she is a victim of a political trial. Her only "crime" is wanting democracy for #Rwanda.
Unfortunately, she is not the only one imprisoned for her political opinions. Many other Rwandans are in the same situation.
That is why a day like this allows us not to forget them and to keep speaking their names loud and clear so that the world knows who they are.

While the US escalates sanctions on Rwanda over M23, the EU has imposed only limited targeted measures. The @Europarl_EN called for suspending the critical minerals deal and freezing aid, yet Brussels continues partnerships with Kagame; including raw materials cooperation and large Global Gateway investments. Some @EU countries are even discussing migration hubs in Rwanda.
Meanwhile, Congolese civilians remain the main victims: millions displaced, with documented killings, sexual violence, forced labor (including children), and parallel administrations in Rwanda-controlled areas.

‼️ Avec le soutien de l’appareil sécuritaire rwandais (déploiement de milliers de soldats, fourniture d’équipements militaires, de logistique et de formation), le M23 a pris des centres urbains et des zones minières clés dans l’est de la RDC, où il a commis des violations des droits de l’homme, soumis des civils à l’exploitation et au travail forcé, et aggravé une grave crise humanitaire marquée par des déplacements massifs.

‼️ Le ministère rwandais de la Défense : facilitateur de la rébellion dans l’est de la RDC.
Le ministère rwandais de la Défense (MoD) chapeaute les services de sécurité du Rwanda, y compris la Force de défense rwandaise (RDF), déjà sanctionnée par l’OFAC le 2 mars 2026.
Sur instruction du MoD, la RDF a déployé des milliers de soldats dans les provinces du Nord-Kivu et du Sud-Kivu, où elle opère aux côtés du M23 et lui fournit équipements, ravitaillement, soutien logistique et formation.
La RDF a également introduit des armements avancés (systèmes de missiles sol-air et équipements de brouillage), créant des risques pour l’aviation civile.
‼️ Depuis la résurgence de la rébellion en 2021, le M23 a commis des exécutions extrajudiciaires, des détentions illégales et des actes de torture.
Début 2025, il a pris Goma et Bukavu.
Il contrôle également des zones minières (mines d’or au Sud-Kivu et Rubaya...), où les civils subissent le travail forcé, des conditions dangereuses et des systèmes de « taxation » illégaux.
Les minerais issus des zones contrôlées par le M23 sont intégrés dans les chaînes d’approvisionnement rwandaises, dont les volumes d’exportation dépassent la capacité minière nationale depuis le début de la rébellion.
Le ministère de la Défense est désigné [...] pour avoir fourni un soutien matériel, financier, logistique ou technologique à la RDF.

Zigama Credit Savings Society est une institution financière rwandaise agissant au profit des services de sécurité rwandais.
Elle a facilité des paiements vers la Chine et d’autres pays pour des armes, munitions et équipements militaires destinés à la RDF, ainsi que des frais de voyage et d’hébergement pour des activités de formation.
Elle a également permis le transport vers Kigali d’or provenant de zones contrôlées par le M23 et a facilité des transactions financières pour le M23 et l’AFC, pour des montants de plusieurs dizaines de millions de dollars.
Zigama est désignée pour avoir fourni un soutien matériel, financier, logistique ou technologique à la RDF, au M23 et à l’AFC.
Conséquences :
Tous les biens et intérêts des personnes désignées situés aux US ou sous le contrôle de personnes américaines sont gelés et doivent être déclarés à l’OFAC.
Les entités détenues à 50 % ou plus par une ou plusieurs personnes bloquées sont également gelées.
Sauf autorisation spéciale, les transactions impliquant ces biens sont interdites.
Les violations peuvent entraîner des sanctions civiles ou pénales.
Les non-Américains sont également interdits de provoquer ou de contourner les sanctions américaines."

⚖️ URGENT CALL FOR JUSTICE FOR ROBERT KABERA AND AN END TO KILLINGS, ABDUCTIONS, AND INTIMIDATION TARGETING RWANDAN REFUGEES IN EAST AFRICA
We, #Rwandanrefugees around the world and Rwandans living abroad, urgently call on the relevant authorities, international human rights organizations, the United Nations, and other concerned institutions to take immediate action to ensure justice for Robert Kabera and protect Rwandan refugees facing threats to their safety and lives in East Africa.
We are deeply concerned about reports of killings, abductions, and intimidation targeting Rwandan refugees in the region. These acts must be investigated, and every effort must be made to prevent further harm and protect those at risk.
We demand justice for #RobertKabera. We call for a prompt, independent, and impartial investigation into his case, the establishment of the truth, and appropriate action in accordance with the law.
We also urge the relevant authorities to take immediate and effective measures to protect Rwandan refugees, prevent further violence, and ensure that those responsible for any criminal acts are held accountable through fair legal processes.
No refugee should be forced to live in fear of being killed, abducted, threatened, or persecuted. Every human being deserves dignity, security, and protection under the law, regardless of nationality or political background.
This open letter is a collective call for justice, accountability, respect for human rights, and the protection of vulnerable refugees. We urge the international community not to ignore the concerns of Rwandan refugees in East Africa.
