Govt Sources say: Banks will monitor merchants that MDR (Merchant Discount Rate) should not be passed on to consumers.

Human writing is _expensive and supply limited_, which is broadly not self-evident to writers, and abundance in writing is something very clearly valuable to people not at the top of distribution of needs/wants most likely to be supplied.
