This scene is contextually about Hinako not surrendering her personhood to the Tsuneki clan out of spite for her father, and is thematically about women being removed from their own family registries upon being married & being treated only as part of their husband's household
The entire point of Kanta telling the Shiromuku that she cannot return to their home is that Hinako is now merely an extension of the Tsuneki family in the context of this cultural practice, which the scene you're posting from is *directly about*
This also omits that Hinako tells herself that she doesn't need to forgive Kanta, and in fact ends with out outright saying she doesn't forgive him
"At least he's sorry" is about the fact that the Tsuneki have no such regrets about abusing her and likely already have been
Had a Shadow hard on my tail on Mission 20 on Ace, hit a high-G turn to avoid a missile, and the turned that turn into a Kulpit to drop two HCAAs straight through the Shadow's cockpit, and I don't think a game has ever made me feel this cool before
