Sarkar ko kaam market failure fix garne ho.
Two failures: no digital identity, public records locked in offices. Fix tyo. Market builds everything else on top.
Build the pipe. Market builds the products. Write governance rules before contractors are in the room.
Three non-negotiables from day one:
1. Non-discriminatory API access. Codified, not announced.
2. Public audit logs. Civil society can see everything.
3. Independent regulator. Real teeth, not a committee.

The hard part isn't tech. Tech easy part ho.
The moment real money flows through a public API, rent-seeking starts. Documented pattern across every public digital infrastructure project in South Asia.
Tech without governance = delayed capture. Same result.
A super app assumes everyone has a decent smartphone and 4G.
A pipe assumes nothing about the device. SMS, USSD, ward kiosks, feature phones same underlying data, different interface.
Equity isn't a budget line. It's correct architecture.
Open pipe = thousands of Nepali developers build on top. Domestic IT industry grows instead of outsourcing it.
Ani jaba hundreds of startups depend on that pipe staying open, tiniharu nai watchdog banchhan. Anti-capture baked in.
