Pick any location commonly known to have unhoused or drug using individuals.
You will find that they have declined offers of city services over and over again or that they are already housed.
SOMA, Tenderloin, Mission, Outer Richmond, Hayes Valley, etc.
You need to hear from your government what they plan on doing about that.

"Case Resolved... It was a few people in the area. But two got up and left and two remained in place. Outreach they refused services."

There are reports of this couple dating back at least 82 days ago.
"Case Resolved... PRCT team engaged the individual to offer shelter, supportive services, water, and a snack, all of which were declined. The individual noted her husband and dog were on a walk, requested not to be disturbed, and was not blocking pedestrian access."
"I called earlier but wanted to file here as well. This couple have been on this corner overnight for weeks. They are often belligerent, yelling obscenities in the morning and harassing people, like the City worker this morning. Their dog is loud and barky, their Smoke Gets into my house, depending on the wind direction, we both work from home, and my husband is ill. Thank you in advance"
A later report of the same issue was cancelled by the city today: "Case Cancelled. outreached provided for the sleepers. no tent, not violating sit/lie when they stand up."
