In his address during the session “Developing a Culture of Vigilance, Resilience, and National Responsibility,” Shri Binay Kumar Singh Ji joined distinguished academics and experts to discuss the indispensable role of citizens in bolstering India's counter-terrorism framework. In today's turbulent geopolitical landscape, he cautioned against the dangerous narrative of distinguishing between "good" and "bad" terrorism, emphasising how adversaries exploit internal fault lines to weaken nations. Highlighting the challenges of Fifth-Generation Warfare, he warned against the threat of misinformation and disinformation designed to manipulate public consciousness. To counter these evolving security dynamics, Shri Binay Kumar Singh Ji advocated for a unified strategy integrating a Whole-of-Government, Whole-of-Society, and Whole-of-Nation approach.
