It is my pleasure to address the World Forum for Democracy #CoE_WFD at the Palais de l’Europe in Strasbourg – a building that symbolises Croatia’s return to the European family.
Thirty years ago, the @coe extended a hand of friendship to Croatia and its people. Recovering from the horrors of the Homeland War, Croatia seized that opportunity, implemented reforms and became a stable European democracy, committed to upholding the fundamental principles and values of this Organisation. Today, 🇭🇷 is a member of the EU, @NATO, the #Eurozone and #Schengen, and is soon to join the @OECD.
Our support for Ukraine remains unwavering.
At a time of disinformation, hybrid threats and rapid technological change, we must strengthen multilateralism, democratic resilience, the rule of law and the protection of human rights.
Our priority is to build reconciliation and lasting security on the foundations of truth. We advocate a European perspective for our neighbouring countries, particularly Bosnia and Herzegovina, based on merit and the fulfilment of the necessary criteria.
We must earn citizens’ trust in our institutions through tangible results. This means tackling illegal migration while safeguarding energy security. Throughout our three terms in office, our @VladaRH has been guided by the principle of solidarity and has taken measures to preserve social cohesion.
Croatia’s experience shows that democratic renewal is possible even after the deepest divisions. It requires institutions that protect freedoms, policies that improve quality of life, and the ability to overcome every challenge.
We will continue to actively cooperate with the Council of Europe, upholding our shared European values of peace, democracy, human rights and the rule of law.

Thank you, Alex, for your unwavering support and coordination of our efforts. We discussed our diplomatic work for the coming weeks, including our key objectives and next steps. It is important that the trilateral meeting of the Ukrainian, American, and Russian technical teams does take place and the teams work constructively. We are all expecting de-escalatory steps from Russia. And we need clear signals from Putin that he is ready to end the war.
I had a good phone call with @ZelenskyyUa .
We went through the state of play of the negotiations.
We will continue our political, financial and defence support for Ukraine and our active diplomacy to end the war and achieve a just and sustainable peace in Ukraine.

The Defence Forces of Ukraine are systematically destroying the enemy's personnel, weapons, military equipment and support assets. This degrades its offensive capabilities, hampers the replenishment of resources and the sustainment of its troops, and reduces russia's ability to continue its armed aggression against Ukraine.
Join the Defence Forces of Ukraine to protect your family and, together, bring a just and lasting peace closer.

54,400. Russia's monthly losses — occupiers killed or seriously wounded in its war against Ukraine — hit a record high in October, the highest of the entire war.
This is the price Russia pays for Putin's insane refusal to end the senseless slaughter. Putin is a mass murderer of his own people.
Daily losses also hit a new record: on October 21 alone, 2,250 Russian troops were killed or wounded.
Meanwhile, Ukraine's Defence Forces are doing their job and reclaiming our land. In October, Ukraine liberated 96.2 square kilometres of its territory — 10.4 square kilometres more than Russia managed to capture.
Such enormous losses have not brought Russia any closer to its goals. Russia is not winning and will not win this war. These 54,400 occupiers were killed or maimed for nothing.
Ukraine wants to end this war. We are ready for fair, reciprocal solutions to stop the hostilities right now. But Moscow is not there yet. Stronger collective pressure on Russia is needed on all fronts to bring Putin to the negotiating table and restore peace. He must see that the cost of this war will only grow for him, his entourage, and his regime.

Our agenda focuses on strengthening Ukraine’s security, deepening our strategic partnership with Türkiye, and advancing diplomatic efforts towards a lasting peace.
Black Sea security and freedom of navigation are also high on the agenda. Türkiye remains an important partner for Ukraine, and we value its role in addressing shared regional challenges.
Landed in Istanbul with our team. Important talks with Türkiye’s President Recep Tayyip Erdoğan lie ahead. We’re working to strengthen the protection of our people, our bilateral partnership with Türkiye, and real diplomatic prospects. There are important issues concerning shipping in the Black Sea. A meeting with Ecumenical Patriarch Bartholomew is also planned. I thank everyone who stands with Ukraine.

Russia must face stronger pressure and real consequences for its crimes, while Ukraine must receive the air defence capabilities it needs to protect its people. This is how we move closer to a comprehensive and lasting peace.

Today there was an important briefing on the results of our deep strikes in September and October. I am grateful to all our warriors for their precision and for consistently and effectively enforcing Ukraine's long-range sanctions. Every Russian strike on our cities and communities always gets our fully justified response. Russian facilities along a line stretching from Yamal to Western Siberia are now within range of our deep strikes, and we are working to ensure that our drones and missiles can reach even more distant parts of Russian territory.
We have set key priorities for the further use of Ukraine's long-range capabilities. Our deep-strike units will also be expanded, drawing on the capabilities of the Security Service of Ukraine, particularly its Alpha Special Operations Center, as well as our intelligence agencies and other components of Ukraine's Defense Forces.
Ukraine's long-range strike capabilities are one of the real guarantees of our independence now, during this war, and they will remain one of our long-term security guarantees after it ends. We are building up our strength. Today I also spoke with the manufacturers of these weapons. Glory to Ukraine!
