Her whole family getting deported because of their spoiled little brat would be fair and would send an important message. Again, this girl isn't going to pick up a gun and kill anyone, she was being "edgy" so her peers would think she was cool. Make it very costly and send a message to others like her.
If you are an immigrant, you do not threaten citizens with murder. You do not celebrate murder. You do not intimidate citizens by telling them they are brave for not wearing a neck brace.
I also think the college debate format died with Charlie and it should stop. There's nothing left to debate.
